This position is located in the Information Technology (IT) Department of the Claremore Indian Hospital, Oklahoma City Area, Indian Health Service and reports directly to the IT Program Manager. The purpose of the position is to perform a wide variety of activities related to Oklahoma City Area and Claremore Indian Hospital Information Technology (IT) network infrastructure and ensure operation continuity, which includes servers, desktops, local area network, and voice network services.
Duties
Act as Systems Administrator, possessing comprehensive, intensive, practical knowledge of advanced systems techniques and technologies and skill in applying this knowledge to the development of new methods and procedures.
As Systems Administrator, directs and provides subject matter expertise to guide CIH IT staff (GS-9 (1), GS-11 (2)) in activities related to network and telecommunications services to drive activities to support these services.
Oversees activities that interface with IT personnel at facility, area and national levels, vendors contracted to provide support and decision-makers at facility, area and national levels to evaluate needs for the local and wide area network (LAN) and system software, defining requirements, developing implementation plans, and supporting software design and development, configuration management, testing and integration, and other facility needs.
Install, maintain and troubleshoot desktop, server and networking equipment. Monitor and troubleshoot systems to ensure that problems are discovered and resolved in a timely manner.
Provides network diagrams and documentations on infrastructure configuration and troubleshooting.
Verifies all contractual obligations have been met at when new communication systems have been installed prior to approval for acceptance.
Works closely with the CIH Information Systems Security Officer to ensure facilities are current with Memorandum of Understanding (MOU) and Interconnection Security Agreement (ISA) documents in relation to connection to the IHS network.
Qualifications

BASIC REQUIREMENT(S):
Experience must be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate
GS-5 through GS-15 (or equivalent): For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below. The employing agency is responsible for identifying the specific level of proficiency required for each competency at each grade level based on the requirements of the position being filled.

Specialized Experience for GS-7 (or equivalent) and Above: Positions at GS-7 (or equivalent) and above require one year of specialized experience at the next lower GS-grade (or equivalent). Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills, and abilities to successfully perform the duties of the position and is typically in or related to the work of the position to be filled. Such experience is typically gained in the IT field or through the performance of work where the primary concern is IT. The employing agency is responsible for defining the specialized experience based on the requirements of the position being filled.
In addition to the Basic Requirements, you must also meet the Minimum Qualifications stated below.
MINIMUM QUALIFICATIONS:
Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the next lower grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks:
GS-12: Facilitate network, telecommunication, server operations and regular maintenance; monitor system performance and equipment management; Testing and integration of new technologies; Ensure contractors meet the technical requirements while monitoring performance level deliverables of contracts; Develop contingency plans; Conduct reviews to ensure compliance with IT guidelines.
Time In Grade
Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP).
