Serves as the lead administrative support for the Health Care for Homeless Veterans (HCHV) Program, performs analytical and evaluative administrative duties including budgeting, procurement and contract administration, human resources management, space and equipment utilization, travel, property and records management, and related administrative support services.

Duties

Duties include, but are not limited to: Serves as the lead administrative support for the Community Resource and Referral Center (CRRC)/HCHV Program, collaborating with the HCHV Coordinator and Homeless Program Leadership. Directs office functions and assures a smooth flow of work in and out of the HCHV program, based at the DC VAMC Community Resource and Referral Center (CRRC). Tracks the program's operating budget and sets up controls to monitor expenses throughout the fiscal year. Serves as primary ADP coordinator for the HCHV Program Interacts on a regular basis with CRRC/HCHV applicants and clients, and members of the public who inquire about the program. Works with VA Health Care System multi-disciplinary teams as needed and community agencies to strive for developing more effective and efficient ways of delivering housing services to HCHV Program Veterans. Assists in service patient advocate issues, including helping with follow-up to ensure a satisfactory resolution. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 02/12/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-06 position you must have served 52 weeks at the GS-05. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-05 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Having one year of experience as a program support assistant or medical support assistant with the homeless service; contributing to service level process improvement plans; Reviewing policies for compliance, and data tracking for service; serving as a resource for program/service-level information; Resolving problems related to administrative and clerical work as determined by service leadership; Assisting in the preparation of staff meetings within service to include sending meeting invitations, arranging space to hold meetings, and preparing data and reports for productive discussion; Providing program support to all components of assigned service. At this grade level, applicants should provide thorough and correct verbal and/or written information in a timely manner using clear and precise communication methods to ensure customers understand. NOTE: Experience must be fully documented on your resume and must include job title, duties, month and year start/end dates AND hours worked per week. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The physical demands of this position involve active listening, reading, observing and evaluating verbal and nonverbal behavior, walking, speaking, bending, carrying light items such as paper, books, small parts, writing reports, writing clinical notes, using office equipment such as computers, telephones, fax machines, photocopy machines, and possibly driving an automobile. Some work is performed in a clinical setting that exposes the incumbent to the communicable disease common of the homeless population. Strenuous physical activity is not required.
