THIS IS AN INDIANA NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION This position is in the Excepted Service under the authority of Title V, P.L. 114-328, Sections 932 and 1084 (FY17 NDAA) This position is part of the IN 122nd Fighter Wing, Indiana National Guard under Position Description Number PD#T6008000/T6007000. Duties

Plans, organizes, and directs all Special Access security activities of the Advanced Program Security Office. Exercises supervisory personnel management responsibilities. Represents Wing with a variety of installation and functional area organizations. Manages the Special Access Industrial Security Program for the Installation as needed. Assists and oversees the implementation and administration of the automated information systems (AIS) security program as needed. Performs other duties as assigned.

Requirements

  • Males born after 31 December 1959 must be registered for Selective Service.
  • Federal employment suitability as determined by a background investigation.

  • The employee will be required to take a drug test.
  • Participation in direct deposit is mandatory.
  • Required Top Secret Security Clearance/Sensitive Compartmentalized Information.
  • The employee may be required to travel TDY, sometimes on short notice, traveling in military and/or commercial aircraft or by any other designated means.
  • Irregular and/or overtime (compensatory) hours may be required to support operational requirements or contingencies or may be required to work hours outside of the normal duty day.
  • The employee will be required to have, or obtain, and maintain a valid driver’s license.
  • This is a Testing Designated Position (TDP). The employee is subject to random drug testing. Pre-employment drug testing and participation in random drug testing is a condition of employment.
  • This position is designated as Essential Personnel and may be subject to duty in preparation for, or in response to, a state emergency or disaster declaration.

Qualifications

This a Career Ladder position for a GS-11/12. This advertisement is written for the GS-12 level. Your qualifications for the GS-11 and/or GS-12 will be determined by your resume and questionnaire responses. Compatible Military Assignments: ENL CMF: Preferred experience in the following AFSC: Enlisted - Aviation Resource Management 1C0. The policy to have a compatible MOS/AFSC has been suspended. When reinstated, you will have one year to meet the qualifications of this position or meet the requirements in the guidance set by NGB. GENERAL EXPERIENCE: Experience, education or training in collecting and analyzing data effectively, efficiently, and accurately. Able to apply procedures and directives by reading and interpreting technical material. Ability to communicate clearly and effectively orally and in writing, using presentation and report formats. Demonstrated ability to follow directions, to read, understand, and retain a variety of instructions, regulations, and procedures. Learned ability to assess the surrounding environment to recognize immediate risk levels. Must have the education and validated understanding of the basic principles and concepts of the occupational series and grade for one of the seven organizational program disciplines and its applicable Security Series career. Preferred experience of Special Access Programs within the last 6 months. SPECIALIZED EXPERIENCE: Specialized Experience for GS-11: Must have at least 36 months experience, training, or knowledge handling the more complex and unprecedented issues independently in two or more specialized security programs and skill in applying the more complex security problems and ability to interpret newly issues policy for application to a variety of locations. This includes using commonly applied security principles in only one area of security specialization. Knowledge of a wide range of security principles, concepts, and methodologies. Experience, training, or knowledge researching, interpreting, analyzing and applying security guidelines from various sources for local application. Experience, training, or knowledge in developing and implementing security plans and procedures such as standard operating procedures, system security, program test, treaty preparation, deployment, and operations security (OPSEC) for personnel and facilities that support advanced or special programs and sensitive compartmented information (SCI) material. Initiating and reviewing all requests for personnel security investigations consistent with directives. Must have at least 12 months specialized experience equivalent to the next lower grade. Specialized Experience for GS-12: Must have at least 36 months experience, training, or knowledge in administrating information, industrial, personnel, and physical security principles, concepts and methodologies. The services provided impact activities on or serviced by the installation. Developing goals and objectives that integrate organization and wing, Air Force (USAF) and national objectives. Researching, interpreting, analyzing and applies National, Department of Defense, Director of Central Intelligence Directive (DCID), USAF, and MAJCOM policies classifying and protecting special access program systems, national defense, and other sensitive information originated or controlled by the wing and associated personnel. Coordinating with other organization managers and customers as appropriate. Reviewing organization mission, functions, and manning. Identifying requirements and initiating requests for additional resources including personnel, overtime, equipment, supplies, and space to ensure success in meeting goals and objectives. Providing advice to supervisor of significant issues and problems related to work accomplishment. Establishing metrics and analysis systems to ensure actions are timely and reviewed at critical points. Accepting, amending, or rejecting work presented by subordinates. Performing self-inspection and presents detailed and comprehensive report with any corrective action taken to supervisor. Experience in managing the function of the work to be performed. Experience which includes leading, directing and assigning work of personnel. Must have at least 12 months specialized experience equivalent to the next lower grade.
