DCSA's Small Business Office (SBO) is looking for an experienced Supervisory Small Business Specialist. The incumbent will serve as an advisor to the Chief of the Office of SBO & Industry Engagements for the Agency. This role will require market research, develop acquisition and contracting strategies, participate in Source Selections, and assist in post award oversight to ensure small businesses are utilized to the maximum extent practical on DCSA contracts.

As a SUPERVISORY SMALL BUSINESS SPECIALIST you will be responsible for the following duties:

  • Telework Eligibility: This position is telework eligible, but is not a full time telework position. The incumbent will be required to report to the office on a routine basis.
  • If selected, the incumbent must obtain and maintain appropriate security clearance as indicated in job announcement.
  • Defense Acquisition Workforce Improvement Act (DAWIA) certification in Contracting at the Practitioner level. Incumbent has 60 months from entry on duty date to attain the requisite certification for this position.
  • This is an acquisition workforce coded position; the incumbent must obtain and maintain a Defense Acquisition Workforce Improvement Act (DAWIA) certification in Contracting Level II or Level III at the Practitioner level.

Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies/knowledge, skills and abilities necessary to successfully perform the duties of the position. You must have specialized experience sufficient to demonstrate that you have acquired all the competencies necessary to perform at a level equivalent in difficulty, responsibility, and complexity to the next lower grade GS/GG-13 in the Federal service and are prepared to take on greater responsibility. Generally, this would include one year or more of such specialized experience. Specialized experience for this position includes: The incumbent is responsible for building coalitions and effective communication avenues on issues relating to Small Business Program and Policy development and incorporation of legislatively mandated program changes. The incumbent will interact with the Small Business Administration (SBA) as well as other Governmental Agencies regarding their delegated responsibilities and administration of Small Business Programs. The incumbent will also serve as an advisor to the Chief of the Office of Small Business Programs & Industry Engagements for the Agency. The effective performance of the duties of this position requires a comprehensive knowledge of Defense Procurement Policies and practices gained from formal education, specialized training, comprehensive knowledge of the Federal Acquisition Regulation (FAR) and DoD FAR Supplement and individual DoD Instructions and Directives. The incumbent should have extensive expertise and knowledge within the areas of procurement, contracting, or related activity at top policy and programming levels in the DoD or in other Federal Agencies. Specifically you will be evaluated on the following competencies: . Supervisory/Managerial - Knowledge of supervisory/managerial competencies including professionalism, leadership, oral and written communication, strategic focus, responsibility and accountability and initiative, customer service and resource stewardship. Business and Trade Processes - Conduct wide-ranging business studies and analyses of data and processes. Communication -Knowledge of the production, communication and dissemination of information and ideas to inform and entertain via written, oral, and visual media. Leadership - Inspires, motivates, and guides others toward goal accomplishment; coaches, mentors, and challenges subordinates; adapts leadership styles to a variety of situations; models high standards of honesty, integrity, trust, openness, and respect for the individual by applying these values to daily behaviors. Management and Organizational Principles - Applying management principles and methods to plan and carry out difficult and complex assignments and develop new methods, approaches, and procedures. Project Management- Responsible for selecting, procuring, and implementing defined projects that support supply chain management modernization through business practices and technology solution development. .

Substitution of education may not be used in lieu of specialized experience for this grade level.
