About the Position: You will function as a Safety and Occupational Health Specialist supporting highly complex and unique construction, and restoration projects (including mega projects) and identify and resolve highly complex administrative, management, and technical safety and occupational health issues and actions associated with all phases of construction execution to include fast-track time schedules, state-of-the art building materials and new or novel construction methods.

Duties

Train workers, supervisors, managers, and safety and occupational health personnel in construction subjects and other safety and occupational health issues. Serve as Senior Construction Safety and Occupational Health (SOH) Specialist to identify what adverse safety-related events can occur and the likelihood of occurrence, severity of results, risk (a combination of probability and severity). Work with design teams to ensure adequate facility systems safety reviews have been incorporated into the project design Manage and perform program audits and assessments and onsite safety inspections of contractor work sites, processes, and facilities for compliance with established safety and occupational health policies, standards and requirements. Direct planning, developing educational and training materials, and courses. Serve as lead for the Construction Safety and Occupational Health portion of annual ISO audits of field construction offices and project compliance with established procedures for construction execution.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Must obtain the CP-12 Level I Certification within 12-months of employment.
  • Must obtain and maintain a valid driver's license.
  • Position may be filled as a temporary promotion or temporary reassignment NTE 1 year by a current permanent Army employee. Temp promotions/reassignments may be extended up to a max of five years, and MAY BE made perm without further competition.
  • This is an obligated position. An obligated position is one to which an employee has statutory restoration rights or entitlement based on active military service, recovery from a compensable injury, or return rights based on an overseas tour.

To qualify at the GS-12 grade level, you must have: Specialized Experience: One year of specialized experience which includes administering a construction Safety and Occupational Health Program; developing Safety standards and policies; evaluating the implementation of Safety and Occupational Health requirements; and identifying hazards and implementing controls that eliminate/minimize risk in a construction environment. Have experience in or related to safety and occupational health: Experience in or related to safety and occupational health: Experience that provided the specific knowledge, skills, and abilities to perform successfully the duties of the position. Examples of qualifying specialized experience include: Managing safety or occupational health program elements. Developing and recommending safety and occupational health policy to higher levels of management. Applying safety and occupational health laws, regulations, principles, theories, practices, and procedures to advise on or resolve technical matters dealing with occupational safety and health requirements. Developing safety and occupational health standards, regulations, practices, and procedures to eliminate or control potential hazards. Developing or implementing programs to reduce the frequency, severity, and cost of accidents and occupational illnesses. Analyzing or evaluating new and existing jobs, processes, products, or other systems to determine the existence, severity, probability, and outcome of hazards. Designing or modifying workplaces, processes, products, or other systems to control or eliminate hazards. Inspecting or surveying workplaces, processes, products, or other systems for compliance with established safety and occupational health policies or standards and to identify potential new hazards. Training of workers, supervisors, managers, or other safety and occupational health personnel in safety or occupational health subjects. Work in occupational fields such as industrial hygienist, safety engineer, fire prevention engineer, health physicist, and occupational health nurse. Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this grade level, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. You will be evaluated on the basis of your level of competency in the following areas: Oral CommunicationProgram ManagementTechnical CompetenceWritten Communication Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).
