Duties

Please Note: Employees will be required to report to their assigned office location at least 2 day per week for non-supervisory positions and 3 days per week for supervisory/managerial positions unless the position advertised is designated as a remote-only position. The Office of Global Business Development (GBD) is dedicated to expanding and diversifying the agency's portfolio based on gaps left unfilled by private sector financing solutions. The office will be responsible for new international business opportunities and managing customer relationships with a focus on medium and long-term deals, especially in support of the agency's strategic priorities related to clean energy, Sub-Saharan Africa and the ten sectors identified by Congress as transformational export areas (artificial intelligence, biotechnology, biomedical sciences, wireless communications equipment, quantum computing, renewable energy, semiconductors, emerging financial technologies, water treatment and sanitation, and high-performance computing). GBD will be responsible for the strategic marketing of EXIM's programs and products to specific geographic regions and specified business sectors worldwide. Duties of the Business Development Specialist (Team Lead) include, but are not limited to: Managing large scale initiatives and projects often lengthy in duration and involve substantial agency resources and mobilizes internal/ external stakeholders and resources to successfully meet new strategic business initiative objectives (i.e., clean energy, Sub-Saharan Africa, transformational exports, technology, etc.). Applying knowledge of conventional transactional processing methodology and general financial services management techniques to analyze credit and financial statements of potential or returning clients. Coordinating initial customer contact activities of the team on behalf of EXIM. Meets with potential clients that are or could be part of U.S. export transactions within his/her assigned region or industry. Works to ensure that the team follows up on qualified leads in a timely manner. Designing, implementing, and monitoring marketing plans for special initiatives within GBD. Prepares reports advising various levels in EXIM on the status of these initiatives. Overseeing team on advising clients or potential clients on how to apply for U.S. government financing solutions, program requirements of that assistance, applicable fees, documentary and credit requirements of the appropriate policy and program structure. Works to ensure that qualified leads are followed up on in a timely manner. Maintaining a current and in-depth knowledge of all programs, structures, EXIM policies, and market changes necessary to fulfill EXIM's mission. Developing programmatic literature on EXIM financial service programs, product lines, business processes, and operating system infrastructure (i.e., working capital guarantees, export credit insurance, loan guarantees, and direct loans) for internal and public usage. Coordinating proactive business development in environmental sectors, emerging markets, and financial institutions. Educates clients in that area on the array of EXIM and other agency programs available to exporters and importers of U.S. equipment and services. Advises clients or potential clients on how to apply for U.S. government financing solutions, program requirements of that assistance, applicable fees, documentary and credit requirements of the appropriate policy and program structure. Works to ensure that qualified leads are followed up on in a timely manner. Providing guidance to clients regarding credit standards, country limitations, etc. from inception of a potential transaction until a well-structured and complete application is submitted to EXIM. Serving as a public speaker on behalf of EXIM on medium-term and long-term exports transactions, trade finance, and other business issues. As applicable, attends domestic and international conferences and seminars that showcase EXIM financing opportunities.

Qualifications

Specialized Experience (Credit for Specialized Experience on resume must reflect 40 hours/Full-time per week for each period of work): GS-14: You must have one (1) year of specialized experience that has equipped you with the particular knowledge, skills, and abilities to successfully perform the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the GS-13 level in the Federal Government or other equivalent pay systems. Specialized experience includes: Experience in designing, implementing, and monitoring marketing plans for global export promotion initiatives; Experience in leading teams through selling, promoting organizational products and services and designing marketing content; Experience in formulating communication plans, digital outreach campaigns and researching consumer and market data; Experience providing guidance to the exporting/importing community on finance regulations and limitations; AND Experience in developing quantitative and qualitative analysis trends, responses, and recommendations to senior level management or an organization. Education cannot be substituted for experience at the GS-14 grade level.
