Duties

This position is located within the Department of the Interior, Bureau of Safety and Environmental Enforcement (BSEE), Office of the Deputy Regional Director located in Camarillo, CA. At the full performance level (GS-13) the major duties of this position include, but are not limited to the following: Performs all major budgetary planning and analysis functions for BSEE POCSR. Manages execution of the BSEE POCSR budget and ensures proper allocation of commitments and obligations so that required resources are available when and where needed to the greatest extent feasible. Provides expert advice on financial and technical issues to the Regional Director, Regional Supervisors, Program, Division, and HQ Budget Office. Gathers facts and analyzes data for budgetary decision-making and problem solving and mitigation. Coordinates and collaborates with budget staff in other program offices, regions, and the Bureau's Office of Budget on tasks and exercises to achieve mission goals. Coordinates budget related responses, data calls, and other inquiries from the Budget Office, Department, OMB, and Congress. Coordinates with POCSR managers, and staff for all budget exercises and activities (planning, formulation, execution, data calls, budget requests and justifications, status of funds, etc.). Tracks and provides POCSR Leadership an understanding of the budget/finance related knowledge, skills, guidance and system access needed by POCSR leadership and staff to perform basic budget duties. Conducts skill gap analysis and provides recommendations to POCSR senior leadership, and staff on budget and finance related training and professional development opportunities. Provides targeted budget/finance training upon request. Salary Information GS-13 Camarillo, CA: $120,246- $156,323 per annum. First time hires to the Federal government normally start at the lower salary range of the grade level. This vacancy may be used to fill additional positions as vacancies become available.

Minimum Qualification Requirements: To qualify for this position you must meet the (1) Basic Educational Requirements AND/OR (2) Specialized Experience for the series to which you are applying. Specialized Experience To qualify for the GS-13, you must possess at least one full year of specialized experience equivalent to the GS-12 level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience: Must meet all. Developing and/or collaborating with management to develop annual financial operating plans for an office or division and monitoring expenditures and obligations. Utilizing financial accounting/activity based costing data to track, analyze, and report budget execution and formulation data; AND Determining the costs associated with Bureau activities/functions as well as the formulation and justification of anticipated budgetary needs utilizing financial accounting/activity based costing data. ?????
