You will serve as a LEAD POLICE OFFICER in the OPERATIONS (N3), FORCE PROTECTION (N34), COMMANDER, NAVY INSTALLATIONS COMMAND of SUBASE NEW LONDON SECURITY DETACHMENT. This position does not meet the definition of law enforcement officer (LEO) and is excluded from coverage as LEO for purposes of the Federal Employment Retirement System-Base Annuity in accordance with 5 CFR, Part 842, Subpart H.

Duties

You will conduct preliminary and non-criminal investigations in compliance with probable cause requirements. You will carry firearms or other weapons authorized for a specific jurisdiction. You will conduct investigations through record checks, interviews, surveillance, or other methods to ascertain any criminal activity. You will identify course of action to be taken in emergency situations.

  • Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level. This requirement is called time-in-grade. Time-in-grade requirements must be met by the closing date of this announcement.
  • The DON does not employ individuals for Law Enforcement Officer positions who have been convicted of a crime of domestic violence on or after 27 November 2002. You must submit DD Form 2760, Qualification to Possess Firearms before appointment.
  • You will be required to successfully complete a pre-appointment physical examination.
  • You will be required to obtain and maintain a current valid United States drivers license.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or pass the test. You will be subject to random testing.
  • This position is considered Key/Emergency-Essential. You will be required to provide immediate and continuing support to ensure the success of combat operations or the availability of combat-essential systems.
  • This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. You will be required to sign a DD-Form-2760, Qualification to possess firearms or ammunition.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • This is a bargaining unit position. You must maintain Second Class Swimmer qualification for protection of waterside critical assets as assigned.
  • You will be required to obtain and maintain an interim and/or final Secret security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • You must meet the qualifications and be certified to carry a firearm. You will need to maintain firearm proficiency.
  • Must successfully complete a DoD approved Police Training Academy or equivalent course, e.g. Navy Police Officer Academy; a federal or military police academy; or equivalent law enforcement training.
  • Must successfully complete any annual sustainment training, Level 1 Oleoresin Capsicum (OC) contamination training (if applicable), and OC refresher training.
  • Employee must successfully pass an initial, annual, or any required OPM, DoD, or Department of the Navy mental and emotional stability screening, physical ability test, and physical fitness for duty test.

Qualifications

In order to qualify for this position, your resume must provide sufficient experience and/or education, knowledge, skills, and abilities to perform the duties of the specific position for which you are being considered. Your resume must demonstrate at least one year of Specialized experience at or equivalent to the GS 07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Performing law enforcement (LE), physical security (PS), antiterrorism (AT), and force protection (FP) functions; 2) Identifying/Deploying specialized or advanced techniques, equipment, knowledge, and/or training pertaining to law enforcement and security; 3) Conducting preliminary and/or ongoing investigations of incidents; and 4) Documenting law enforcement and security events and the issuance of citations.
