This position is located at the Consumer Financial Protection Bureau in the Office of Regulations within the Division of Research, Monitoring, and Regulations (RMR). This position supports the implementation of Bureau consumer financial protection regulations and facilitates regulatory compliance by providing legal analysis and advice and serving as an expert on regulatory implementation, compliance, and guidance support.

Duties

The following are the duties of this position at the CN-53, broadly equivalent to the GS-13. If you are selected at a lower grade level, your duties will be adjusted accordingly. Attorneys at CFPB may be eligible for promotions subject to the Bureau's Attorney Hiring & Promotion Policy. Draft regulatory implementation support and guidance materials that explain complex legal and regulatory requirements in clear language and provide guidance on complex implementation or compliance matters. Provide interpretive guidance and explanations on complex technical aspects of consumer financial protection law and regulations and their implementation to CFPB staff, other federal and state agencies, industry stakeholders, and the public. Assist with the development and execution of regulatory implementation and guidance plans, systems, and strategies. Prepare presentations relating to regulatory implementation, compliance, or guidance matters for internal or external audiences and present or assist with presentations to external and internal audiences.

*Each grade is at its Full Performance Level.* 1. Law Degree: Applicants must be a graduate of an accredited law school with an LL.B., J.D. or equivalent. 2. Bar Membership: Applicants must be a current member of a bar with a valid license to practice law in a state, territory of the United States, District of Columbia, or Commonwealth of Puerto Rico. 3. In additional to the minimum qualifications (Law Degree & Bar Membership) you also have to meet the years of related legal experience or specialized experience for each grade you apply to: For the CN-53 you must have: Three (3) years of related legal experience. Such experience must include experience as a licensed attorney in order to be creditable; OR You must have twelve (12) months of specialized experience at the CN-52 level (equivalent to the GS-12 level) that equipped you with the particular knowledge, skills, and abilities needed to successfully perform the duties of this position. Specialized Experience: Specialized Experience at the CN-52 level (equivalent to the GS-12 level) is defined as: Conducting legal research and analysis in a public-policy related field; AND Communicating legal concepts orally and in writing; AND Analyzing and interpreting one (1) or more of the areas of consumer financial services law listed below: Debt collection, including activities covered by the Fair Debt Collection Practices Act. Consumer reporting and consumer privacy, including activities covered by the Fair Credit Reporting Act or the Gramm-Leach-Bliley Act. Regulation of unfair or deceptive acts and practices involving consumer financial services. Providing consumers financial data processing products or services of financial advisory services, such as credit counseling. Mortgage and other credit transactions, including transactions covered by the Truth in Lending Act, the Real Estate Settlement Procedures Act, and/or the Home Mortgage Disclosure Act. Fair lending, including activities covered by the Equal Credit Opportunity Act. Deposit taking, transmitting or exchanging funds, providing stored value or payment instruments, and check cashing, including activities covered by the Electronic Fund Transfer Act and Truth in Savings Act. Installment lending and open end credit transactions. Consumer leasing, including activities covered by the Consumer Leasing Act. For the CN-52 you must have: Two (2) years of related legal experience. Such experience must include experience as a licensed attorney in order to be creditable, (post-JD legal clerkships are qualifying for the experience requirement, pre-JD law clerk experience is not qualifying for the experience requirements); OR You must have twelve (12) months of specialized experience at the CN-51 level (equivalent to the GS-11 level) that equipped you with the particular knowledge, skills, and abilities needed to successfully perform the duties of this position. Specialized Experience: Specialized experience for CN-51 (equivalent to the GS-11 level) is defined as: Conducting legal research and analysis in a public-policy related field; AND Communicating legal concepts orally and in writing; AND Analyzing and interpreting one (1) of the areas of consumer financial services law listed below: Debt collection, including activities covered by the Fair Debt Collection Practices Act. Specialized Experience: Specialized Experience at the CN-40 level (equivalent to the GS-09 level) is defined as: Conducting legal research and analysis in a public-policy related field; AND Communicating legal concepts orally and in writing. The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis.
