About the Position: Serves as a Traffic Management Specialist/Desk Officer in the S3 Command Operations Center (SOC) supporting 599th Trans BDE. Responsible for coordinating, monitoring and providing real time in-transit visibility to peacetime, crisis, and wartime movements of DOD worldwide cargo/passengers.
Duties
Monitor the upload/offload of the Army Pre-Positioning Ship/Marine Pre-positioning Ship (APS/MPS) program.
Collect, analyze and produce reports/studies to support Brigade Operations.
Compile strategic and contingency plans that are mutually acceptable and compatible with all elements concerned.
Research sealift schedules and port of embarkation/debarkation, forecasts estimated times at terminal seaports and OCONUS seaports.
Resolves transportation management issues; accomplishes logistics planning; and protects U.S. Government interests.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a SECRET security clearance or access for the duration of employment. A background investigation and credit check are required.
- This is a Term position scheduled to last 3 Years. A term position may be extended to a maximum of eight years depending upon the needs of management.
- Term employment is subject to a one year trial period. Employees serving a trial period can be removed with limited appeal rights.
- This is an obligated position. An obligated position is one to which an employee has statutory restoration rights or entitlement based on active military service, recovery from a compensable injury, or return rights based on an overseas tour.
- You will be asked to sign an agreement acknowledging that you are aware of the obligation and willing to be displaced under reduction in force procedures upon the return of the former incumbent.
- This position has a Temporary Duty (TDY) or business travel (CONUS/OCONUS) requirement of 20% of the time.
- This position requires that the incumbent work nonstandard duty hours.
- This position is designated "Emergency-Essential", in accordance with AR 690-11, Emergency-Essential designation takes precedence over any transportation agreement or military recall status. In the event of a crisis situation or wartime,
- the incumbent must continue to perform the duties and requirements of the position to ensure the success of combat operations or to support combat essential systems subsequent to mobilization or an evacuation order. Additional training,

Specialized Experience: One year of specialized experience equivalent to the GS-11 grade level in the Federal service which includes coordinating, monitoring, and executing peacetime and wartime movements of Department of Defense (DoD) cargo/passengers throughout an assigned Area or Responsibility (AOR) via maritime transportation; conducting studies and surveys of traffic management functions, operating methods, procedures, and performance; interpreting transportation regulations and policies to provide advice and recommendations to customers, coworkers, and leaders/manager. Perform independently to make quick actions when making sound decisions to diffuse potential problems.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).
