Duties

DUTY 1: Extensive experience is required to accomplish various phases of work in conjunction with formulating, presenting, monitoring execution, and reviewing operating budgets, financial plans, execution plans, revisions, and special requests. DUTY 2: Tasking's/requests for programming products are received from the 709 SAG, AFTAC Comptroller and senior staff, Higher Headquarters, Air Staff, foreign partners, Missile Defense Agency (MDA), and other departmental level agencies. DUTY 3: Perform duties as the Resource Advisor for the 709 SAG, executing an annual budget of $0.6M. DUTY 4: Supervises the activities of a Contract Analyst, formulates and finalizes the annual program assisting AFTAC/XPB to properly plan and execute the budget for the Tech Sensors Program.

Qualifications

This is a GG-12 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-12 duties for the "Professional" work category are at the "Full Performance" work level and are equivalent to those at the GS-12 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job. In order to qualify, you must meet the Specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative Management Positions. EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: knowledge of a wide range of concepts, principles, practices with comprehensive knowledge of customary financial and budget activities of foreign partners and several Defense Agencies/Organizations. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of customary financial and budget activities of foreign partners and several Defense Agencies/Organizations including the: DTRA, ACIS, JCS, and others must be taken into account when planning for both the programming and the proper execution of other organizations' money. 2. Initiative and originality are required when applying the intent of provision in the guidance to budgetary situations not specifically covered. Individual is given considerable latitude in formulating best business practices and developing strategies to keep programs operationally on track. 3. Must have a good working knowledge of Air Force and other Federal agencies' commitment and obligating documents. 4. Knowledge of how to apply budget procedures to resolve problems in balancing programs, adjust discrepancies, verify accuracy of budgetary data and adjust funding targets of accounts by element of expense within program element. 5. Must have working knowledge of computer operating systems, spreadsheet software and word processing. CONDITIONS OF EMPLOYMENT CONTINUED: 1. Position is designated special-sensitive and requires eligibility for access to Sensitive Compartmented Information (SCI), other intelligence-related Special Sensitive information, or involvement in Top Secret Special Access Programs (SAP) to fully perform the duties and responsibilities of the position. A non-disclosure agreement must be signed. 2. Drug Testing: This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety. 3. Work is typically performed in a climate controlled, adequately lighted office. Incumbent may be required to perform work aboard US Naval ships; this requires ascending up to 150 steps to gain the main deck (when ship is in shipyard) carrying light books and papers. Additionally, incumbent may be required to sail on US Naval ships. Ship movement at sea could cause discomfort and unsteady motor skills. Transit while on board is via stairwells. Elevators, escalators, and handicap access are NOT available on US Naval ships. 4. This is a Financial Management Level 2 Certified position IAW the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, Section 1599d. Incumbent shall comply with the requirements of this certification program. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
