The primary purpose of this position is to provides financial management oversight on compliance, interpretation and implementation of a wide variety of policies, regulations and directives as they pertain to the continued deployment and long-term sustaining operations for the Defense Travel System (DTS). Acts as the Supervisory Defense Travel Administrator for DTS and Reserve Travel System (RTS) for all users assigned to the wing.
Duties
Serves as the focal point for all travel payment processes and related feeder and accounting system data. Provides administrative and technical oversight of all the wing's travel entitlement and payment processes.
Manages the Defense Travel System (DTS) and Reserve Travel System (RTS) systems.
Conducts various reviews and special studies of budget, travel and/or related information for assigned programs/organizations.
Provides advice, assistance, and guidance of budgeting related issues and travel entitlements/travel vouchers to all personnel supported by the Wing.

- Work may occasionally require travel away from the normal duty station on military or commercial aircraft/vehicle to conferences, meetings, or functions away from the duty office/location. Travel may include overnight stays
- May occasionally be required to work other than normal duty hours and/or Shift work may be required which may include overtime and/or irregular hours
- This is a Financial Management Level 1 Certified position IAW the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, Section 1599d.
- Incumbent shall comply with the requirements of this certification program
- Must be able to obtain and maintain the appropriate Secret Security Clearance
Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes s knowledge of agency procedures and processes covering a wide range of budgetary transactions involving two or more appropriations with different guidelines or a comparable mix of appropriated funds and/or revolving fund accounts to process and extract budgetary data from a variety of forms, documents, and reports. The knowledge is also applied to resolve problems such as balancing accounts, adjusting discrepancies, developing control records, verifying the accuracy of budgetary data, transferring funds between accounts and object classes among different appropriations, and to prepare reports on status of funds, supplementary guidance concerning the form of budget estimates submitted, as well as recurring or special budget reports

EDUCATION: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related. NOTE: You must submit a copy of your transcripts.

COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You must submit a copy of your transcripts.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of and ability to utilize principles, methods, techniques and systems of Financial Management.
Knowledge of safety, security, personnel management, and EEO regulations, practices, and procedures.
Knowledge of the exceptionally large and complex DoD budgetary and Air Force travel and pay systems, its
organizational data base structure and the interface with existing and future financial management systems.
Knowledge of and ability to apply executive orders, DoD directives, policies and precedents, travel and transportation regulations that govern entitlement and documentation requirements for domestic and foreign travel in order to lead in the proper establishment and execution of travel procedures, restrictions and allowances to resolve conflict or issues related to travel and transportation entitlements and allowances.
Skill and Ability to plan, organize and direct the functions and staff of a large sized organization.
Skill and Ability to communicate effectively, both orally and in writing.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
