The primary purpose of this position is to provide program management expertise on Logistics involvement for the 17th Training Wing Plans office, support the preparation of the 17th Training Wing mission budget,and the annual operating budget.
Duties
Develops/reviews programming, financial planning and documentation.
Provides guidance for implementing and streamlining Air Force Smart Operations 21 (AFSO21 initiatives
Provides program/financial management oversight.
Prepares/Provides input to Budget Estimate Reviews (BERs).

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Management and Program Analysis Series, 0343.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes knowledge and skill in applying analytical and evaluative methods and techniques to issues or studies concerning the efficiency and effectiveness of financial operations; knowledge of pertinent laws, regulations, policies and precedents which affect the use of programs and related support resources in the area studied; knowledge of the major issues, program goals and objectives, work processes, and administrative operations of the organization; knowledge and skill in adapting analytical techniques and evaluative criteria to the measurement and improvement of budget effectiveness and/or organizational productivity; and skill in financial analysis sufficient to develop recommendations for financial and/or budgetary actions under conditions and time pressure such as uncertainty due to rapidly changing deadlines, gaps and conflicts in financial/budgetary information, lack of predictive data, conflicting objectives and changing guidelines for the work.

EDUCATION: Ph.D. or equivalent graduate degree or 3 full years of progressively higher level graduate education leading to such a Ph.D. degree or Ph.D. or equivalent doctoral degree in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position. NOTE: You must submit copies of your transcripts.
OR
COMBINATION OF EDUCATION AND EXPERIENCE: The full amount of specialized experience described in the job opportunity announcement; and at least three years of progressively higher level graduate education but have not obtained a Ph.D. or equivalent graduate degree. Therefore, a combination of experience and education. Note: You must submit a copy of your transcripts.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of program management functions, principles and techniques, including knowledge of statistical analytical techniques.
2. Ability to communicate effectively, both orally and in writing.
3. Thorough knowledge of theories, principles, and techniques involving the programming and budgetary process for sustaining system development, in order to manage an entire program and financial system, as well as knowledge of the substantive nature of operating budgets and their inter-relationships.
4. Knowledge of cost comparison procedures, applicable directives and contract bid preparation, including the ability to analyze data to determine changes and trends and plan and organize studies and reviews.
5. Thorough knowledge of business management philosophy to develop methods for the analysis and display of financial management, planning, and schedule information, including the DoD planning, programming and budgeting system to develop and refine out-year projections, as well as a knowledge of the Congressional budget and legislative enactment process.
6. Detailed knowledge of program goals and the organizational elements involved in accomplishing Program Objective Memorandum (POM).
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
