The primary purpose of this position is to conduct comprehensive manpower and organizational analyses for organizations, maintain valid manpower requirements, analyze evaluation and project management; to facilitate, determination studies; improvement projects; functional studies; consultant for effectiveness and efficiency. Reports directly to the Manpower office and other wing staff.

Duties

Advise or proposes reorganization and/or realignment of functions and staffing levels to improve processes and maximize resources utilization. Review, prepare detailed plans, and presents briefings on manpower requirements and estimate packages, support agreements, service contracts and performance improvement. Prepare and present briefings to managers on study findings and recommendations. Participate and assist with the application to prepare detailed plans, budgets, and/or schedules for assigned programs. Conduct periodic reviews to validate study results and advise and promote the Airman Powered by Innovation (API) program.

  • Must be able to obtain and maintain a Top Secret clearance with access to Sensitive Compartmented Information (SCI).

  • Position is designated as Testing Designated Position (TDP) under the Air Force Civilian Drug Testing Program.

  • Work may occasionally require travel away from the normal duty station on military or commercial aircraft.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Group Standard for Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one year of specialized experience equivalent to the GS-09 level in federal service. Specialized experience gained while applying and providing assistance with preparing detailed plans, presenting briefings on manpower requirements and estimated packages, support agreements, service contracts; applying analytical and evaluative methods and techniques to issues or studies concerning the efficiency and effectiveness of manpower program operations; providing recommendations in overall planning and facilitates cross-functional communications to administrative or professional personnel, or substantive administrative support organizations. OR EDUCATION: Three full years of progressively higher level graduate education leading to such a degree or LL.M., if related or Ph.D. or equivalent doctoral degree, OR LL.M., if related. NOTE: YOU MUST SUBMIT A COPY OF YOUR TRANSCRIPT. OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100 percent. To combine education and experience, determine the total qualifying experience as a percentage of the experience required for the grade level. Then determine the education as a percentage of the education required for the grade level. Finally, add the two percentages. The total percentage must equal at least 100 percent to qualify an applicant for that grade level. NOTE: YOU MUST SUBMIT A COPY OF YOUR TRANSCRIPT. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of management engineering, organization and continuous process improvement principles, concepts, and methodologies. 2. Knowledge of process improvement techniques such as benchmarking, metric/statistical analysis, and process flow charting. 3. Skill in applying analytical and evaluative methods and techniques used to resolve complex problems of a broad range of functional areas related to continuous process improvement. 4. Ability and skill using a computer to operate data base management systems, requirements analysis, and data manipulation and extraction techniques. 5. Ability to effectively communicate both orally and in writing. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
