This position is located in the Small Business Administration, GCBD-Area 5 in Denver, CO. Serves as the Procurement Center Representative (PCR) reviewing and coordinating procurement operations and actions of the federal procurement centers/installations to which assigned in an effort to aid, counsel, assist, and protect the interest of small business.

Duties

Serves as the Small Business Administration (SBA) resident or liaison procurement center representative (PCR) for one or more major Federal and/or military procurement centers that have acquisition responsibility for major end items and assemblies, spare or replacement parts, systems, services, or end products procured for both military and civilian federal agencies. Performs compliance and capability reviews that support SBA's Surveillance Review Program and Certificate of Competency Program. Performs analysis of Federal procurement data and small business goaling achievements as they relate to participation of small business concerns, small, disadvantaged business concerns (including 8(a) Business Development concerns), economically disadvantaged/women-owned small business, service-disabled veteran-owned small business concerns, and qualified HUBZone concerns in acquisitions relating to Federal buying. Participates in high level conferences with commanding officers/heads of contracting activities to advocate for increased opportunity for small business and to provide a strong acquisition environment for eligible small businesses. Works closely and cooperatively with the SBA district office(s) in geographical proximity to promote SBA's programs and those of SBA resource partners and stakeholders.

Qualifications

Basic Qualifications: A. Completion of all mandatory training prescribed by the head of the agency for progression to GS-12 or higher level contracting positions, including at least 4-years experience in contracting or related positions. At least 1 year of that experience must have been specialized experience at or equivalent to work at the next lower level of the position, and must have provided the knowledge, skills, and abilities to perform successfully the work of the position. AND B. A 4-year course of study leading to a bachelor's degree, that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. Transcripts must be included in your application. C. Exceptions: Employees in GS-1102 positions will be considered to have met the standard for positions they occupy on January 1, 2000. This also applies to positions at the same grade in the same agency or other agencies if the specialized experience requirements are met. However, they will have to meet the basic requirements and specialized experience requirements in order to qualify for promotion to a higher grade, unless granted a waiver under Paragraph D. AND Specialized Experience GS-13: One (1) year of specialized experience, equivalent to the GS-12 grade level in the Federal service, obtained in either the private or public sector which demonstrates (1) the ability to work independently applying and interpreting knowledge of federal procurement small business laws, regulations, policies and procedures to support businesses for compliance with regulations pertaining to federal contracts or subcontracts; and (2) reach conclusions that small businesses are eligible to compete for federal related contracts (i.e. contract development, supplier training, supplier development). This position requires that you have FAC-C (Professional) or DoD Contracting Professional or FAC-C Level I, II, or III or DAWIA (Contracting) Level I, II or III. As of February 1, 2023, the FAC-C certification program has transitioned to a single-level FAC-C (Professional) requirement to include completion of foundational training, one year of specialized experience, a professional certification exam and an updated continuous learning requirement.
