You will serves as a first level supervisor in the Contracts Department at Naval Sea Logistic Center (NAVSEALOGCENKYPTDIVNUWC MECH PA) in Mechanicsburg, PA.
This position is part of the Warfare Centers Personnel Demonstration Project. The NT-5 pay band encompasses positions equivalent to GS-13 and GS-14. This is not a high-grade position. The salary is limited to a GS-13, Step 10 (currently $137,059).
Duties
You will be responsible for staffing, developing, and managing assigned workforce.
You will direct workforce efforts related to customer support; solicitation of proposals; evaluation of solicitation responses; negotiation of price, terms, and conditions; award of contracts; and termination of contracts.
You will develop and or implement policy, reports on status, and serves as a contracts management point of contact for Naval Sea Logistics Center (NSLC).
You will plan, organize, and direct/lead work efforts, and provide training.
You will coordinate efforts with NSLC managers to organize unit’s work; set priorities and develop schedules; assign resources and review work; monitor and report status; and assure compliance with governing regulations, policies, and procedures.
You will represent the Command at training events and meetings, submit reports, safeguard the propriety and integrity of the contracts management function, and assure compliance with governing law and regulation.
You will work with sponsors/customers, and NSLC managers to draft and finalize contract requirements, and to solicit, evaluate, negotiate, award, administer, and terminate contracts.
You will analyze and discuss changes in contract requirements with sponsors, customers, and NSLC managers to identify options/alternatives and recommend action.
You will resolve issues with current contracts, and to monitor changes in technological and operational methods and tools to improve/upgrade internal procedures.
You will utilize advanced analytical skills in order to compile and analyze data, note trends, take necessary action, and prepare and present quality oral and written reports.
You will manage unit tasking, conduct ad hoc studies, and develop solutions to complex contracts management issues.

- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

- Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
- You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
Qualifications
In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of NT-04 pay band (GS-11 and GS-12 equivalency) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: As a professional Contract Specialist utilizing simplified acquisition procedures, which include pre-award planning, solicitation, proposal analysis, award, and administration of large and small contract actions.

Education
Applicants must meet the following Basic Education Requirement of the Department of Defense Qualification Standard for Contracting Positions:
A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees.
NOTE: The education requirement listed above applies only to individuals entering DoD GS-1102 positions on or after October 1, 2000. Current civilian personnel in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000 are exempt from meeting this requirement. Current military members who occupied a similar occupational specialty to the GS (or equivalent) 1102 or before September 30, 2000 are also exempt from meeting this requirement. Applicants currently in the Contingency Contracting Force are also exempt from meeting this requirement.
