The primary purpose of this position is to the Facility Operations Specialist performs a critical role in the integration and synchronization of the General Engineer (CE) Operations Flight work force in accordance with contracting and leadership directives.

Duties

Contracting Officer Representative. Prepares cost estimates or Independent Government Estimates (IGE), performance work statements and specifications for existing and proposed projects, programs, facilities, and services. Quality Assurance Evaluator: Directs and performs civil engineering contract surveillance to support Air Force installation and facility maintenance programs. Contract Administration. Manages the base civil engineer squadron's service contracts program to include developing and executing performance work statements (PWS) for new, one time only, and recurring service contracts. Utilizes safe work practices and procedures following established safety rules and regulations and maintains a safe and dean work environment.

  • Work may occasionally require travel away from the normal duty station on military or commercial aircraft.
  • The work requires the employee to drive a motor vehicle. An appropriate, valid driver's license is required for the position.
  • May be required to serve as a member of the Emergency Response Force during exercises or in the event of an actual emergency.
  • The work requires the employee to access facilities and infrastructure which may require climbing on, crawling under or extensive walking at construction sites, hard hat areas or other base areas.

Qualifications

In order to qualify, you must meet the experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Administrative and Management Positions for Facility Operations Services Series, 1640. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes managing a maintenance program for office or apartment building complexes, hospitals, recreation facilities, military, or other special-purpose installations, including planning maintenance activities, and developing preventive maintenance programs. Conducting surveillance activities over construction and maintenance operations performed by a variety of private contractors, including reviewing project plans and specifications for workability, informing contractors of construction and reporting requirements, and supervising operations for conformance with project plans. Performing maintenance or construction work, including estimating material and labor costs for a variety of construction or maintenance projects (such as construction or maintenance of brick, frame, structural steel, reinforced concrete, and other type structures ranging from one- or two-story buildings to larger structures), directing actual work operations, and maintaining appropriate contacts with the organization funding the project. Knowledge of and skill in applying a range of principles, concepts, and methods concerning facilities and equipment operations sufficient to determine maintenance and repair needs, prepare statements of work, and oversee portions of a program involving limited technical issues and well defined objectives. Practical knowledge of principles and concepts of facility operations and material requirements sufficient to conduct inspections and evaluations of contractor-performed work. Knowledge of techniques and processes necessary to prepare statements of work and serve as the contracting officer's representative. Knowledge of budgeting principles and practices sufficient to prepare budget requirements in support of contract services. OR EDUCATION: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B or J.D. in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position. NOTE: You must submit copies of your official college transcripts. OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You must submit a copy of transcripts. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of principles and concepts of facility and service operations sufficient to ensure contractors comply with contract terms. Knowledge of quality assurance/control methods, principles, and practices, including statistical analysis and sampling techniques sufficient to perform limited analysis and produce reports for management. Knowledge of the relationship of quality assurance to other activities such as contract administration, engineering, Finance. Skill in interpreting and applying product specifications, technical data, regulations, policy statements, and other guideline materials. Ability to interpret guidance and contract documents and apply to work-related situations. Skill in conducting studies and investigations, problem analysis, and developing logical and documented Recommendations. Skill in written and oral communications and establishing effective interpersonal relationships. Ability to operate a government-owned vehicle for transport between job sites. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
