Qualifications

There is an anticipated vacancy for a non-supervisory attorney to serve as Assistant Counsel, Office of Counsel, Navy Bureau of Medicine and Surgery (BUMED). The position will be located at Falls Church, Virginia. The Assistant Counsel works under the supervision of Counsel for BUMED and is responsible for providing legal advice, consultation and representation, for BUMED and its component parts primarily in regards to civilian personnel law and general administrative law. The successful candidate will advise on the full range of Department of the Navy (DON) Office of the General Counsel (OGC) practice areas including civilian personnel law (CPL), health law, fiscal law, ethics, federal acquisition law, Freedom of Information Act and privacy law, environmental law, occupational health and safety law, and general administrative law. The primary emphasis, however, will be on civilian personnel law and general administrative law. The incumbent will be responsible for CPL litigation before the EEOC and MSPB and possibly federal court. The successful candidate must possess strong verbal and written communication and interpersonal skills. This position will be filled under the General Schedule (GS) at the GS-12. This position has a full performance level of GS-15, but the position will be filled at the GS-12 level as a development position. To be eligible for selection at the GS-12 level, the applicant must have two years of relevant professional legal experience. Pay will be set commensurate with the successful applicant's qualifications, funding availability, and DON pay setting guidelines. Applicants will be evaluated on: 1) the depth, breadth and quality of their relevant legal experience; 2) their research, analytical and writing skills; 3) their oral communication skills; and 4) their interpersonal skills, including their ability to work both independently and as part of a team. Experience with the Department of the Navy and/or OGC is not required but will be considered to be a plus. Applicants with a record of making significant contributions to the advancement of the DON OGC or equivalent Office of the General Counsel or Law Firm/Office beyond the day-to-day legal practice are desired. The successful applicant must be a U.S. citizen, have graduated from a law school accredited by the American Bar Association, be an active member in good standing of the bar of the highest court of a State, U.S. Commonwealth, U.S. territory, or the District of Columbia, be admitted to practice before a state or federal court, and be eligible to obtain and maintain a Secret security clearance. Applicants must submit: 1) a cover letter that addresses the evaluation criteria for this position and their interest in the position; 2) a resume; 3) two legal writing samples (no more than 10 pages each) that demonstrate analytical and/or advocacy abilities (excerpts of larger pieces may be submitted); 4) two most recent performance appraisals, if available; 5) the names and phone numbers of at least three references who may be contacted; 6) the names and phone numbers of their current and past supervisors, who supervised them as an attorney and who may be contacted: 7) applicants who have graduated from law school less than 5 years prior to the announcement closing date must provide a copy of their law school transcripts that includes class rank; and 8) Current federal employees must also provide a copy of their most recent SF-50 form.
