Duties

You will direct resource management functions including managerial accounting, finance, program and budget, review and auditing, support agreements, and civilian payroll. You will plan work to be accomplished by subordinates, sets and adjusts short-term priorities, and prepare schedules for completion of work. You will assure reasonable equity of performance standards and rating techniques developed by subordinates. You will make approve selections for subordinate non-supervisory positions. You will find and implement ways to eliminate or reduce significant bottlenecks and barriers to production, promote team building, or improve business practices. You will serve as the principle advisor to the commanding officer on all matters pertaining to management and financial. You will interpret policies, directives, and regulations pertaining to the directorate program issued by higher echelons. You will perform joint reviews program managers to analyze accounting information, recommend changes, and resolve recurring errors.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This is a Financial Management Level III certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
  • This position is considered Key/Emergency-Essential. You will be required to provide immediate and continuing support to ensure the success of combat operations or the availability of combat-essential systems.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
  • This position is eligible for part time, substantial or ad-hoc telework at the discretion of management.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.

Qualifications

Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Perform comptrollership expertise to interpret and implement fiscal policies for managing budget development and overseeing program objectives; coordinates pay and travel services while ensuring compliance with financial integrity measures and directing inter-service support agreements, conducts internal productivity surveys, organizational studies, and special feasibility studies for improvements; brief senior officials to recommend or implement new and revised financial management concepts, internal controls, methodologies, policies, or strategies to achieve agency financial targets; and establish work schedules, deadlines and standards for acceptable levels of financial, accounting, or budgeting work.
