You will serve as a Facility Operations Specialist in the Total Force Management Department of NAV METEOROLOGY AND OCEANOGRAPHIC CMD.

Duties

You will serve as facility manager on novel and complex production planning assignments which require investigation and evaluation of requirements for facility and services. You will serve as CNMOC’s Senior Executive Service (SES) representative at NASA Stennis Operation Council meetings, and as a representative with State and local managers coordinating CNMOC interest along the Mississippi Gulf Coast. You will serve as the command's facility liaison, the incumbent interfaces with other government agencies concerning facility and operations support, policy and procedures. You will initiate and participate in negotiations of Inter-service Support Agreements, Master Planning Boards, Inter-service Regional Support Groups, Facility Review Boards, Safety, Environmental and Emergency Councils. You will make recommendations to the Commander and higher authority concerning MILCON and other facility related programmatic decisions. You will manage, and provide technical guidance, and coordinate the collecting, analyzing, interpreting, and documenting of specialized information about facility and MILCON projects at COMNAVMETOCCOM. You will utilize resulting data to identify problems and formulate plans for their resolution. You will provide pertinent input to NASA/SSC personnel relevant to both MILCON and facility at SSC. You will assign resources within the overall allocated budget, set project objectives, priorities, and target completion dates. You will utilize expert knowledge of the Department of Navy (DON) physical security requirements and systems to oversee planning, installation, and maintenance of access controls, physical protection devices, monitoring equipment, and alarms. You will manage and perform as physical security officer. You will utilize the Defense Information Security System (DISS) database to ensure investigations/clearances exist and are current for all personnel and individuals requiring access to the command.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • Must have served in positions of responsibility as a facilities and/or security professional within the Department of Navy.
  • Must have been the subject of a favorably adjudicated Tier 5 (T5) background investigation within the last five years.

Qualifications

GS-13; Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Mastery knowledge of the concepts, principles, methods, and practices of facility management and MILCON policies and procedures. Experience serving as an expert in the in the full range of facility requirements for facilities and production layout. Experience developing anti-terrorism plans, overseeing operations, and coordinating implementation of anti-terrorism measures. Experience planning, organizing, directing, operating and evaluating a safety and occupational health program. Experience utilizing the Defense Information System for Security (DISS). GS-12; Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Knowledge and experience with Facility Operations. Experience applying concepts, principles, regulations, and processes of Anti-terrorism Force Protection, Safety, Physical Security, and Personnel Security. Experience utilizing access control systems, and in maintaining security control points including door and safe cipher locks and/or alarms. Experience utilizing the Defense Information System for Security (DISS).
