This position is part of the Office of Environment, Health, Safety, and Security, Department of Energy. As a Criminal Investigator, you will be responsible for: providing assessment and analysis of the security posture of the entire DOE operation; assessing issues affecting safeguards and security programs; and providing Executive Protective Services for the Department and establishing, maintaining and oversight of Security Incident investigations.

  • You are required to submit a Financial Disclosure Statement, OGE-450, Executive Branch Personnel Confidential Financial Disclosure Report upon entering the position and annually (5CFR Part 2634, Subpart I USOGE, 6/08).
  • This position is a Testing Designated Position (TDP) subject to applicant testing and random drug testing. Applicants tentatively selected for appointment to this position will participate in drug urinalysis testing.
  • Occasional travel may be required. The travel requirements normally result in the incumbent being away from home 50% of their time with trips averaging at times two to three weeks over a monthly period.
  • This position is not included in a Bargaining Agreement.
  • Must carry and remain proficient in the judicious use of firearms.
  • Will be designated as an as an emergency essential employee. Functions of this position are critical to agency operations in dismissal or closure situations.
  • Must pass and maintain medical requirements as prescribed by OPM for 1811 series.
  • Must pass and maintain physical fitness requirements as prescribed by the agency during the course of employment.
  • Incumbent must demonstrate a proficiency in (1) subduing both resistive and non-resistive persons, defending oneself and others; and (2) the use of firearms with issued and/or authorized weapon(s), to include safe handling of firearms.
  • Must be available to work an average of twenty (20) additional hours per pay period to meet requirements of the Law Enforcement Availability Pay (LEAP), as prescribed in Title 5 United States Code, Section 5545.

Qualifications

BASIC REQUIREMENT: Medical Requirements: The duties of positions in this series require moderate to arduous physical exertion involving walking and standing, use of firearms, and exposure to inclement weather. Manual dexterity with comparatively free motion of finger, wrist, elbow, shoulder, hip, and knee joints is required. Arms, hands, legs, and feet must be sufficiently intact and functioning in order that applicants may perform the duties satisfactorily. Sufficiently good vision in each eye, with or without correction, is required to perform the duties satisfactorily. Near vision, corrective lenses permitted, must be sufficient to read printed material the size of typewritten characters. Hearing loss, as measured by an audiometer, must not exceed 35 decibels at 1000, 2000, and 3000 Hz levels. Since the duties of these positions are exacting and responsible, and involve activities under trying conditions, applicants must possess emotional and mental stability. Any physical condition that would cause the applicant to be a hazard to himself/herself, or others is disqualifying. GS-12 SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level GS-11 in the Federal service. Specialized experience for this position is defined as meeting ALL of the following: Providing protection services for executives or other high-profile individuals. Assisting in coordinating a wide range of criminal/protective intelligence investigative activities involving developing facts and evidence, conducting interviews, and interrogations. Participating in search and seizure, making arrest, and obtaining and executing arrest warrants, subpoenas, and summons. GS-13 SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level GS-12 in the Federal service. Specialized experience for this position is defined as meeting ALL of the following: Providingexecutive protection services by providing advance site preparations, evaluating proposed sites and facilities, and/or coordinating activities with internal and external organizations and local government agencies. Conducting criminal/protective intelligence investigations involving developing facts and evidence, conducting interviews, and interrogations, and ensuring chain of custody. Ensuring all legal requirements are met when participating in detaining suspects, making arrests, interrogation, and conducting searches and seizures. LAUTENBERG AMENDMENT: This position authorizes the incumbent to carry a firearm. Any person who has been convicted of a misdemeanor crime of domestic violence cannot lawfully possess a firearm or ammunition (Title 18, U.S.C., Section 922 (g)(91).) Candidates who have been convicted of a misdemeanor crime of domestic violence are not qualified for this position. Candidates under consideration will be required to certify whether they have ever been convicted of such an offense. False or fraudulent information provided by candidates is criminally punishable by fine or imprisonment (Title 18, U.S.C., Section 1001.) "Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Time-in-Grade: Current Federal employees must meet time-in-grade requirements by the closing date of this announcement to receive consideration. CTAP/ICTAP candidates: To be considered "well qualified" you must (1) meet all of the requirements as described in this section; and 2) be rated "well-qualified", which is defined as having a score of 85 or better. You must meet all qualifications and eligibility requirements by the closing date of this announcement.
