Duties

Proficiency as it relates to budget processes such as Budget Planning Submission (BPS), Annual Work Plan (AWP), Preliminary Target Allocations (PTA), and Management Information System (MIS). Proficiency in dealing with resource conflicts in ecosystem management that require sustained efforts in interdisciplinary team membership or leadership to reach consensus for solutions that are workable, defensible and action oriented. Experience in providing program leadership, management, and coordination. Ability to design and implement strategies, which maximize employee potential and foster high ethical standards in meeting the organization's vision, mission, and goals. Ability to persuade others in developing networks and coalitions and building partnerships by gaining cooperation from others to obtain information and accomplish goals; negotiating to find mutually acceptable solutions. Ability to explain, advocate and express facts and ideas in a convincing manner and negotiate with individuals and groups internally and externally. Ability to develop an expansive professional network with other organizations, and to identify the internal and external politics that impact the work of the organization. Ability to apply interdisciplinary approaches with complex variables to analyze, to interpret, and implement complex and innovative natural resources public policy. Ability to make timely and effective decisions and produce results through strategic planning and the implementation and evaluation of programs and policies.

Qualifications

In order to be rated as qualified for this position, we must be able to determine that you meet the qualification requirements - please be sure to include this information in your resume. For GS-13 You must possess one (1) full year of specialized experience at or equivalent to the GS-12 level in the Federal service performing the following duties: Demonstrate experience or participating in the management of lands and minerals programs; such as Lands & Realty, Renewable Energy, Locatable, Leasable, and Saleable Minerals, Mining Law Adjudication, Abandoned Mine Lands, as well as Indian Trust responsibilities regarding mining and mineral materials on tribal land; as well as being able to communicate lands and minerals issues to internal and external audiences. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You must meet all qualification requirements by the closing date of the announcement. Federal employees in the competitive service are also subject to the Time-In-Grade requirement in accordance with 5 CFR 300.604. If you are a current Federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must have completed a minimum of 52 weeks at the next lower grade level. Physical Demands: The work is mostly sedentary but occasionally involves field travel including driving/riding on rough four-wheel drive roads and walking and climbing on steep rugged terrain. The position requires operating a government motor vehicle as an incidental driver. The position may require occasional air travel. Work Environment: The work environment is mostly in an office with occasional trips to the field. Trips to the field involve riding on rough four-wheel drive roads and walking across rough terrain during climate extremes of heat and cold, extremely dry desert conditions to extremely wet conditions including snow, rain, or sleet conditions in an alpine environment. Elevations range from sea level to above9,000 feet.
