The primary purpose of this position is to serve as a workforce development strategic advisor to the AFTAC Commander and provide educational and training related management advisory services. Organizational location of this position is: Air Force Technical Application Center/709th Support Squadron, Patrick AFB FL.

Duties

DUTY 1 - Serves as a workforce development strategic advisor to the AFTAC Commander and provides educational and training related management advisory services to complex and geographically dispersed organizations by developing, implementing and instructing comprehensive educational and training programs for military and civilian personnel assigned to AFTAC. DUTY 2 - Evaluates courses, making adjustments as necessary to curricula, teaching methodologies, schedules, etc., based on internal and external evaluation analysis including graduate, feedback and input from AFTAC leadership. DUTY 3 - Develops and maintains professional contacts with a variety of levels and organizational elements, Major Commands, Air Staff, DoD, and other government/non-government agencies. DUTY 4 - Manages all programming actions associated with assigned courses. DUTY 5 - Exercises supervisory responsibilities.

  • All new DCIPS employees are required to complete a two-year DCIPS trial period.
  • Position is designated special-sensitive and incumbent must be able to obtain and retain a TOP SECRET (TS) security clearance with access to Sensitive Compartmented Information (SCI). A non-disclosure agreement must be signed

  • Myers Briggs Type Indicator (MBTI) certified through the Myers-Briggs Company or the Center for Applications of Psychological Type (CAPT) or can obtain certification within 6 months of being hired is required.

  • This is a key position. The employee must be removed from military recall status if alternatives for filling the positions during an emergency are not available.
  • High degree of self-initiative with expert oral and written communications skills to clearly and accurately articulate AFTAC and AF requirements, policies, directives, and equities to external Command, AF, DoD, and Non-DoD entities is required.

Qualifications

This is a GG-13 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-13 duties for the "Professional" work category are at the "Full Performance" work level and are equivalent to those at the GS-13 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job. Basic Requirements: Degree: that included or was supplemented by major study in education or in a subject-matter field appropriate to the position. or Combination of education and experience -- courses equivalent to a major in education, or in a subject-matter field appropriate to the position, plus appropriate experience or additional course work that provided knowledge comparable to that normally acquired through the successful completion of the 4-year course of study described in A above. Specialized Experience: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: Extensive knowledge of a wide range of professional/management concepts, principles, methods, techniques and practices in instructional systems, learning theory, gained through extended study, experience, and maintain currency with trends in workforce development across multiple mission areas and directorates in identifying problem areas, how to advise senior management and higher headquarters on acceptable solutions, and implementing changes. NOTE: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Extensive knowledge of a wide range of Industry, DoD and Air Force workforce development concepts, principles, methods, practices, programs and analytical techniques sufficient to accomplish a wide variety of complex, interrelated activities. Knowledge of Air Force officer, enlisted and civilian developmental education program. 2. Skill in negotiating and obtaining approval for resources against approved programs. Ability to forecast long-term and short-term requirements to ensure developmental and training programs are fully funded. 3. Professional knowledge of learning theory and the principles, methods, practices and techniques of the instructional systems field to administer, advise on, design, develop, or provide educational or training services in formal training programs. 4. Knowledge of and ability to follow foundational instructional design processes to analyze, research, design and write educationally sound instructional materials and instructor guides for use in classroom instruction and to construct and validate appropriate evaluation instruments to determine level and extent of student learning and achievement. Knowledge of training resources programs, principles and policies. 5. Ability to establish instructional program objectives and to assess progress toward their achievement. Ability to analyze problems related to instructional material or support equipment and develop timely and economical solutions such as develop finished products including lesson plans, training texts, television programs, programmed texts, or computer assisted instruction. 6. Ability to compose and deliver both written and oral presentations. Ability to work effectively and constructively with various groups in accomplishing assigned projects in both lead and follower capacity PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
