About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the US Army Intelligence and Security Command, Stable Shadows Program, Fort Shafter, Hawaii.

Duties

Plans, organizes, coordinates, and executes CI functions and activities in accordance with Department of Defense Directive (DODD) 5240.02, Department of Defense Instruction (DoDI) S-5240.17, and applicable directives, instructions, and policies. Provides Counterintelligence (CI) support to source validation and evaluation. Maintains an awareness of all pertinent intelligence requirements and publications received from the supported command, and other tactical and national-level agencies sufficient to maintain currency on events, trends, and developments. Makes authoritative determinations and advises on technical problems.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Two year trial/probationary period may be required.
  • In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, individual must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.
  • This position requires the employee to sign a mobility agreement under the provisions of the agency mobility program.
  • LAUTENBERG AMENDMENT: Employee must meet the requirements under the Lautenberg Amendment/Domestic Violence Misdemeanor Amendment to the Gun Control Act of 1968.
  • Must be able to pass a Criminal History Background Check. Candidates with convictions of misdemeanor crime of domestic violence are ineligible for this position.
  • May be expected to live in austere field conditions.
  • May be required to work irregular shifts/hours.
  • Expert knowledge as a graduate of a certifying CI course, per Department of Defense Directive (DODD), S-5240.02. Must be able to obtain and maintain U.S. Army Counterintelligence Badge and Credentials.
  • This position is considered Non-Combat Essential (NCE) in support of the Army's mobilization and wartime mission during periods of increased tension and mobilization and could be assigned to any location worldwide.
  • Employees assigned to NCE positions must sign DD Form 2365, stating as a condition of employment, they understand the conditions described above and the requirement to maintain certain levels of medical, security, performance, conduct.
  • And overall fitness that make them suitable for assignment to an austere and stressful environment.
  • Failure to perform the duties of this position in an emergency may result in appropriate action - defined as separation for the efficiency of the Federal service under the procedures contained in 5 CFR 752.

This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GG/GS-12). Progressively responsible experience is that which has included intelligence-related research, analysis, collections and /or operations. This experience should have included intelligence analysis and/or production, intelligence collection and/or operations, counterintelligence, or threat support directly related to the position to be filled. This experience should demonstrate: Knowledge of intelligence processes, cycle and organizations; Knowledge of and/or ability to use research tools such as library holdings, photographs, statistics, graphics and maps; Knowledge of the systems, procedures and methods of analyzing, compiling, reporting and disseminating intelligence data; and/or Knowledge of organization(s) for and methods of collecting and analyzing intelligence data.
