You will serve as a Student Trainee (Management Analyst) in the Corporate Operations Directorate (COD of NAVY SYSTEMS MANAGEMENT ACTIVITY. This position is in the excepted service and does not confer competitive status. This appointment is temporary Not to Exceed 5 years. For additional information regarding this temporary appointment, please refer to "Additional Information" section below.

Duties

You will reconcile transactions, obligations, and unliquidated obligations by account and/or object class codes with system-generated reports to ensure transactions were correctly entered. You will review vendor invoices to ensure they comply with regulations. You will code and enter a variety of payment documents into the automated financial system. You will oversee contracting and equipment and supply procurements. You will advise personnel on travel rules, regulations, and procedures for travel. You will perform administrative functions pertaining to recruitment, selection, on-boarding, appointment expirations, promotion, awards, and training activities.

Requirements

  • Must be a US Citizen.
  • Must be determined suitable for federal employment.
  • Must participate in the direct deposit pay program.

  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

  • You will be required to obtain and maintain final TS-SCI security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
  • You must acknowledge in writing that you are accepting an appointment in the excepted service which does not confer competitive status, prior to appointment.

Qualifications

For the GS-04 Grade Level: To be eligible for the GS-0399-04, you must meet the following level of education requirement: You must have successfully completed 2 full academic years of post-high school study or an associate's degree. For the GS-05 Grade Level: To be eligible for the GS-0399-05, you must meet the following level of education requirement: You must have successfully completed 4 academic years of post-high school leading to a bachelor's degree or equivalent degree.
