The incumbent serves as the Voluntary Services Specialist of the facility's CDCE/ Voluntary Service office reporting directly to the Chief.
The incumbent shows a comprehensive understanding of the federal government, VA and each of its Administrations, with a primary focus on VHA; to include the relevant laws, regulations, policies and procedures, accrediting organizations, as well as the organizations within the agency to facilitate a systems-oriented approach to the Center's success.
Duties
Duties include but are not limited to:
Establish and operate a community based volunteer program.
Establish volunteer recognition activities.
Provide support and guidance to clinical/and other staff members on the requirements of supervising volunteers.
Create new and unique volunteer personnel assignments to meet the needs of the customer.
Assist in the development, coordination, and management of an organization's Center for Development and Civic Engagement (formerly Voluntary Services) program.
Operate a company/organizational vehicle/car as required, in the performance of required duties
Work with community partners and staff members within a health care system.
Provide support for volunteer and donor activities for customers served.
Provide support for community outreach efforts by providing volunteers and community involvement
Identify needs and develop a range of community resources to support programs with volunteers and donations.
Manage programs associated with volunteers to include, recruiting, interviewing, and evaluating prospective volunteers.
Develop a screening and training program for volunteers.
Match volunteers with customers appropriately.
Determine volunteer schedules.
Provide ongoing training for volunteers, documenting outcomes of training.
Perform administrative duties for the department which include working with an automated timekeeping management system and completing required paperwork
Provide support and guidance to volunteers via telephone or through other forms of communication.
Compile data and reports for tracking and evaluating the efficiency of assigned programs.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

Qualifications
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-07 position you must have served 52 weeks at the GS-05 grade level, and for the GS-09 position you must have served 52 weeks at the GS-07 grade level and for the GS-11 position, you must have served 52 weeks at the GS-09 grade level or higher. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

You may qualify based on your experience and/or education as described below:
GS-07:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-05 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: guiding, assisting, establishing, monitoring and tracking the quality, efficiency and effectiveness of programs; arranging meetings and assisting in preparing reports/communications; collecting administrative data; utilizing computer databases and registries; reviewing cost items and volume and validating data; assisting on provider audits; time-keeping, email, training items, personal identity/verification and computer access. OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have 1 full year of graduate level education. NOTE: TRANSCRIPT(S) MUST BE SUBMITTED WITH THE APPLICATION MATERIALS. CONFERRAL OF DEGREE(S) SHOULD BE PRESENT ON TRANSCRIPT(S). OR, Superior academic achievement. OR,
Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond.
GS-09 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
Knowledge of VA mission, vision, values, strategic goals and priorities, VHA programs and services
Knowledge of the principles, practices, concepts, and methods used in volunteer management with the ability to apply this knowledge in a wide range of situations.
Ability to conduct a needs assessment to identify the most effective use of community assets and resources to fill critical gaps
Knowledge and ability to independently develop and initiate new volunteer programs
Knowledge of qualitative and quantitative methods for the assessment and improvement of program effectiveness
Ability to effectively manage projects and events and use sound judgement and decision making skills to assist with launching strategic initiatives
Effective oral and written communication skills to establish and maintain functional working relationships with diverse populations
Knowledge of motivational theory and adult learning principles
Knowledge of basic marketing and communications strategies to assist the CDCE/Voluntary Service Officer with assessing local population demographics

master's or equivalent graduate degree
or
2 full years of progressively higher level graduate education leading to such a degree

LL.B. or J.D., if related

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
Physical Requirements: The work is primarily performed in an office setting, however due to the nature of the work, significant travel throughout the community and sometimes the state and surrounding states is necessary to attend meetings, presentations, conferences that may include special activities such as volunteer recruitment and philanthropic engagement events.
