This position is assigned to the Facilities Section; Nonappropriated Fund (NAF) Facilities and Construction Contracting Branch (N944); Fleet and Family Readiness Support Services; Commander, Navy Installations Command (CNIC); Millington Detachment. Incumbent serves as an HQ Sr. Project Manager performing technical work related to capital planning, project nomination, design, construction, repair, renovation, alteration, conversion, and maintenance of Fleet and Family Readiness (FFR) facilities.

Duties

Architectural Senior Project Manager duties include but are not limited to: Serves as an architectural consultant and subject matter expert in the design and construction of CNIC HQ FFR facilities (e.g., recreation; community support; and/or Morale, Welfare and Recreation (MWR) business-based activity facilities) including new construction, renovation, and/or conversion of existing facilities. Evaluates, advises on, and incorporates latest developments in the design and construction of CNIC HQ FFR facilities into agency policy requirements and program objectives for design and construction projects. Provides support to the HQ and Region Program Managers in all aspects of facilities construction related work including planning, organizing, coordinating, and executing all facets of the facilities' projects. Oversees preparation tasks associated with project nominations; oversees facilitation of the Project Validation Assessment (PVA) team's site assessments to determine program user needs/facility demands, estimation of local competition with the program, and operational analysis including evaluation of existing facilities, physical condition, functional adequacy, compliance with applicable safety regulations, etc.; and reviews the PVA draft and final reports for accuracy/feasibility. Identifies efficiencies and cost-effective measures related to NAF FFR capitalization efforts with focus on development of the design/build process, which supports the missions of MWR and Child and Youth Programs. Oversees development of Acquisition Plan assigned project(s) to include all associated tasking. Oversees preparation of statements of work (SOW) for all solicitation and contract types, including modifications for change orders; coordination of required documents from local base (Non-appropriated Fund Instrumentality, Public Works (PW), or Naval Facilities Engineering Command (NAVFAC)); preparation of evaluation plans for complex procurements or those that exceed the simplified acquisition threshold; and preparation of independent government estimates for new work and modifications to award documents as needed. Oversees identification of requirements and procurement negotiations for projects assigned to ensure compliance with contractual requirements related to the scope of service, schedule, budget, and performance time requirements. Ensures certification for receipt of construction payments and architectural/engineering (A/E) payments are made and contractor submitted change orders are validated. Oversees development and maintenance of project files and records, ensuring project activities are adequately documented and files are well maintained and organized. Corresponds with the activity PW office on the full range of planning issues impacting the execution of project(s) in order to resolve issues at the earliest possible time, enabling adequate control of costs and/or time extensions at the programming level, prior to actual execution. Reviews A/E submissions, specifications, cost estimates, technical planning documents, project documentation, and project status reports involving new construction, repair, renovation, alteration, and expansion of facilities; and coordinates A/E design development with commercial A/E firms, NAVFAC, Department of the Navy (DON), non-Navy Department of Defense (DoD) agencies, and other governmental agencies. Develops design problem statements and continuously reviews FFR project(s) through all phases of planning, programming, and design to include monitoring and evaluating performance of all project related activities; participates as design manager when assigned to NAVFAC executed NAF or (MILCON) projects; and participates in source selection and technical evaluation boards for NAF and appropriated fund (APF) projects. Develops, reviews, and conducts on-site FFR master plans; and coordinates those plans with Regional Shore Infrastructure Plans/installation Master Plans, and Capital Improvement Plans. Renders on-site facility planning and design assistance, including, but not limited to provision of concept sketches and AutoCAD drawings with design alternatives, product/finish recommendations, and project nomination/execution guidance. Supports the Capital Requirements Coordinator as needed, in the day-to-day operations of the NAF Capital Program (e.g., screening/commenting on nominations), assists with data collection, verification of accuracy, and transfer to reports and briefings for upper-level management and new employees within the enterprise; and assists in development or conducting training in the form of face-to-face sessions, webinars, or similar formats. Participates on committees and provides input to changes to instructions, Unified Facilities Criteria (UFC), and other documents relating to Navy NAF facilities.

A qualified candidate possesses the following: A degree in architecture; or related field that included 60 semester hours of course work in architecture or related disciplines of which at least (1) 30 semester hours were in architectural design, and (2) 6 semester hours were in each of the following: structural technology, properties of materials and methods of construction, and environmental control systems; OR A degree in architectural engineering; OR A combination of education and experience in the field of architecture. Specifically, in the absence of a degree in architecture, you must have had 1 year of experience in an architect's office or in architectural work for each year short of graduation from a program of study in architecture; OR At least 5 years of experience demonstrating a thorough knowledge of the fundamental principles and theories of professional architecture. A qualified candidate also possesses the following: Mastery knowledge of, and skill in applying professional expertise in advanced theories, concepts and principles practiced in the science of professional architecture sufficient to provide authoritative interpretations of guidelines and practices used in the design and construction of new facilities or the repair, restoration, and alteration of existing facilities. Comprehensive knowledge of the principles, concepts, practices, and techniques of administration of NAF Capital Programs to include design, operations, and management of recreation, community support, and/or MWR business-based activity facilities. Comprehensive knowledge of environmental and economic considerations along with industry trends in recreation, community support, and/or MWR business-based activity facilities. Mastery knowledge of acquisition methodologies currently in use within industry and government. Knowledge of DoD planning, programming and applicable laws, rules, regulations, directives and instructions. Knowledge of the organization, structure, and operation methods of DoD, DON, NAVFAC, CNIC, local commands, etc., in order to appropriately frame inquiries and provide responses related to the planning and execution of assigned project(s)/tasks. Knowledge of project nomination and vetting processes and procedures. Skill in preparing SOW for construction projects including new SOW and modifications for change orders in accordance with current codes and regulations. Skill in the use of standard industry software (e.g., AutoCAD). Skill in the use of a computer including automated systems (e.g., Word, Excel, Power Point, spreadsheets, databases). Skill in analyzing records, reports, regulations, and other relevant materials pertaining to assigned tasking, and in preparing reports. Skill in conducting subject matter related training. Ability to analyze project specifications, proposals, construction plans, etc. Ability to communicate effectively both orally and in writing.

Education

A degree in architecture; or related field that included 60 semester hours of course work in architecture or related disciplines of which at least (1) 30 semester hours were in architectural design, and (2) 6 semester hours were in each of the following: structural technology, properties of materials and methods of construction, and environmental control systems.

OR

A degree in architectural engineering.

OR

A combination of education and experience in the field of architecture. Specifically, in the absence of a degree in architecture, you must have had 1 year of experience in an architect's office or in architectural work for each year short of graduation from a program of study in architecture.

OR

In the absence of college courses, 5 years of such experience is required. This experience must have demonstrated that the applicant has acquired a thorough knowledge of the fundamental principles and theories of professional architecture.
