The primary purpose of this position is to as an Air Reserve Technician (ART) officer, plan, direct and administer the public affairs program; internal information, media relations, and community relations for upper management. Information forums/avenues plan and manage such as production of audio-visual presentations and broadcast materials; newspapers, news and feature items for publication; web sites

Duties

Plans, directs and manages the public affairs program for an Air Force Reserve wing. Provides staff direction involving all internal information, media relations, and community relations for the Reserve unit. Plans, organizes and administers an Air Force Reserve Command (AFRC) wing external information program. Establishes and maintains effective working relationship with print and broadcast media representatives. Conducts an internal information program to keep military and civilian personnel informed on current Air Force policies and developments as well as local activities, plans, and problems. Serves as the public affairs focal point for community relations on proposed Installation Restoration Program (IRP) actions and the Environmental Impact Analysis Process (EIAP). Establishes contact and maintains a positive relationship with local businesses, information agencies, and social and civic groups. Plans, directs and conducts the Congressional Outreach program. Responsible for coordinating effort to meet with US Senators, US Representatives and/or their staffers.

  • Preferred Military AFSC 035P3 and Grade: LtCol (O-5)
  • Position may require incumbent to Fly in military and/or commercial aircraft in the performance of temporary duty (TDY) assignments.
  • Required to meet and maintain Air Force Reserve requirements. Incumbent's regular assignments are primarily ART duties: however, the incumbent may be assigned some non-ART duties, generally not to exceed 30 percent of total responsibilities
  • Position will may require a background security investigation to determine suitability for employment and for a secret security clearance. Must be able to obtain and retain a secret security clearance.

  • Mobility is a condition of employment. The employee must sign an Air Force-wide mobility agreement.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions SPECIALIZED EXPERIENCE: Applicants must have at least 52 weeks of specialized experience at the next lower grade GS-11, or equivalent in other pay systems which has equipped the applicant with the knowledge, skills, and abilities necessary to successfully perform the duties of the position and that is typically in or related to the position being filled. Specialized experience is experience which may have been gained while planning, directing, and administering the organization's public affairs campaigns, projects, studies, and other major program functions keyed to random or targeted audiences. Interfacing with various audiences including print and electronic media representatives; community and business leaders; state and local government officials; representatives of other agencies; and special interest groups providing information/explanations of organization mission. Providing news media representative's information for release within the parameters of security, propriety, and sensitivity. Gathering and assessing complex data; evaluating the validity of media from which data was obtained; and determining the method, medium, and audience for intended communication. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of the functions and missions of organization and higher headquarters. Knowledge of the concepts, principles and practices of the Public Affairs programs. Knowledge of principles and methods of written and oral communication and skills in applying principles and using methods of conducting a public affairs program involving public information, interna information and community relations activities for internal and external audiences. Skill in gathering, evaluating, and interpreting date to identify potential problems and offer meaningful recommendations and solutions. Identifying and analyzing compliance issues and developing recommendation to resolve issues. Ability to plan, organize and evaluate program effectiveness. Knowledge of management practices, theories, techniques, and procedures. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
