This position is located in the Legal Division. The incumbent performs a variety of specialized duties in furtherance of the mission of the Legal Division. The mission of the Legal Division is to ensure FDIC’s adherence to laws and regulations, interpret laws for and provide advice to FDIC divisions and offices, identify and assess risks to the FDIC, and represent and advocate for the FDIC in external venues.
Duties
Researches the Federal Register and other sources of banking-related regulatory and statutory information and prepares responses based on research findings.
Works with Corporation personnel who draft documents for publication in the Federal Register to review and edit their documents for compliance with Federal Register publication requirements. Obtains RIN and ZRIN numbers for FDIC rulemaking and other documents. Prepares documents for signature and submission to the Federal Register and monitors the publication process through completion.
Serves as the Corporation’s Liaison Officer or Alternate Liaison Officer with the Office of the Federal Register with responsibility to review documents for content and format before they are submitted for publication in the Federal Register; reviews invoices submitted to FDIC by the Office of the Federal Register; serves as a contact for Federal Register and Government Printing Office staff.
Establishes and coordinates procedures for adding material to, and deleting material from, the FDIC’s collection of regulatory and related reference materials maintained on the FDIC’s external website.
Establishes new procedures and work methods as necessary to carry out the unit’s functions efficiently and effectively.
Makes judgments regarding material to be included in or deleted from the FDIC’s collection of regulatory and related reference materials maintained on the FDIC’s external website. Prepares reports, memoranda, and correspondence as necessary in response to requests related to the unit’s functions.
Qualifications
Qualifying experience may be obtained in the private or public sector. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic, religious/spiritual; community; student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. To qualify, applicants must have completed at least one year of specialized experience equivalent to at least the CG-12 level or above in the Federal service. Specialized experience is defined as experience: 1) acquiring and presenting technical information in writing; 2) Serving as a subject matter expert on the editing and publication of the Federal Register; and 3) Serving as a technical point of contact for writing and editing documents that articulate, interpret, and explain complex policy related to the Federal Register.
