This position is assigned to the Office of the Chief Technology Officer (CTO), Office of the Executive Director(EX), Bureau of Diplomatic Security, US Department of State (DOS).
You will be responsible for the development and implementation of integrated standards, policies, plans, and strategies that ensure the Bureau's information technology (IT) capital plans, investments, and enterprise architectures are aligned with the Bureau's core business needs and mission requirements.
Duties
Plans, organizes, oversees, and coordinates compliance and governance programs to ensure the confidentiality, integrity, and availability of all Operating Systems. Maintains the confidentiality, integrity, and availability of systems and networks.
Plans and oversees audits and analyses to ensure compliance with security and cybersecurity policies residing on the Bureau's systems and networks. Researches, evaluates, and recommends acquisition/implementation of new IT system applications.
Meets with management officials throughout the Bureau to stay aware of changes in program requirements. Directs changes in current operating methods and practices to ensure responsiveness to new requirements and to bring about continuous improvements
Works in cooperation with managers and senior staff to plan and coordinate the development and delivery of highly effective systems and services that meet the Bureau's IT needs. Act as a representative at Conferences on IT Security and cybersecurity.
Requirements

- Incumbent will be subject to random drug testing.
- Must be able to obtain and maintain a Top Secret security clearance.
- Obtain/maintain eligibility to access Sensitive Compartmented Information
Qualifications
Applicants must meet all the required qualification requirements described below by the closing date of this announcement.
NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement.
Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.
Applicants applying for the GS-14 grade level must meet the following requirements: Have IT-related experience demonstrating EACH of the four competencies AND specialized experience listed below:
Attention to Detail - Is thorough when performing work and conscientious about attention to detail.
Customer Service - Works with clients and customers to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services and is committed to providing quality products and services.
Oral Communication - Expresses information to individuals or groups effectively, taking into account the audience and nature of the information. Makes clear and convincing oral presentations, listens to others, attends to nonverbal cues and responds appropriately.
Problem Solving - Identifies problems, determines accuracy and relevance of information, uses sound judgement to generate and evaluate alternatives and to make recommendations.
AND Have at least 1 full year of specialized experience equivalent to the GS-13 level in the Federal service which provided you with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following:
1. Experience developing and interpreting policies, procedures and strategies governing the planning and delivery of services throughout an organization on critical IT issues.
2. Experience identifying, assessing and mitigating risks associated with an organization’s IT systems and applications.
3. Experience providing advice and guidance to management regarding security and cybersecurity risks on an organization’s systems, networks and applications.
NOTE: In order to qualify for this position, your experience MUST be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate.
There is no substitute of education for specialized experience for the GS-14 position.
