DUTY LOCATION: (USPFO), Windsor Locks, CT AREA(S) OF CONSIDERATION: Area I: All On Board Federal Employees (T5), Tenure 0,1,2,3 within the CTNG with U.S. citizenship. Area II: All On Board Federal Dual-Status Military Technicians (T32), Tenure 0,1,2,3 within the CTNG with U.S. citizenship. Area III: All current and former members of the Connecticut National Guard with U.S. citizenship. Area IV: All current federal employees from any agency. Area V: All U.S. citizens.

Duties

This is an indefinite position that may convert to permanent without further competition. This National Guard position is for a CONTRACT SPECIALIST (Title 5), Position Description Number T0048000 (GS-11), T0049000 (GS-09), T0050000 (GS-07) and is part of the CT USPFO, National Guard. JOB SUMMARY: The primary purpose of this position is to ensure successful market research, acquisition planning, contract award, contract performance management, and interpretation of contract law in order to provide the best, most efficient contracting strategies in support of the organization's vision, mission, goals, and objectives. The major duties include, but are not limited to: Plans the overall approach to meet contracting program objectives for procuring a wide variety of requirements. Assists in procuring a wide variety of services, supplies, and/or construction. Executes post-award contract performance management actions on assigned contracts. Provides business advice and guidance to technical personnel and others on contracting work and prepares correspondence. May serve as the primary or alternate Government Purchase Card (GPC) Agency/Organization Program Coordinator for the local Contracting Office. Per the Defense Acquisition Workforce Improvement Act (DAWIA), November 1990, with NDAA inclusions, the following notes are provided: The education requirements listed above apply to individuals who initially entered - or- will enter the National Guard (NG) Title 5 Excepted Service Contracting Program, Series GS-1102, positions, on/or after October 1, 2000. Current National Guard (NG) Title 5 Excepted Service Contracting Program, Series GS-1102 employees who occupied GS-1102 positions with authority to award or administer contracts, above the simplified acquisition threshold on/or before September 30, 2000, are exempt from meeting this education requirement. The Defense Acquisition Workforce Improvement Act dictates specific education, training requirements, knowledge, and experience factors for Acquisition, Technology, and Logistics workforce. Education, training, and experience requirements, for each contracting certification level, provide the framework for progression in a career field and are used for the purpose of characterizing a contracting specialist's qualifications within the GS- 1102 career field. Initial hire applicants must complete the certification requirements for their positions within 36 months of appointment. Current on-board NG Title 5 Excepted Service Contracting Program, Series GS-1102, employees must complete the certification requirement for their positions within 36 months of appointment. Those current on-board NG Title 5 Excepted Service Contracting Program, Series GS- 1102, employees, who have not completed the training and certification requirements for their current positions, are NOT considered as qualified candidates for promotion consideration to fill vacant contracting positions using Merit Principles.

Requirements

  • Males born after 31 December 1959 must be registered for Selective Service.

  • The incumbent of this position description must have, at a minimum, a completed National Agency Check (NAC) prior to position assignment; must be able to obtain and maintain a secret security clearance.

  • The employee must meet DoDI 5000.66 requirements applicable to the duties of the position.
  • The incumbent must meet the Defense Acquisition Workforce Improvement Act (DAWIA) requirements applicable to the duties of the position within 36 months of appointment to the position.
  • The incumbent must meet the continuing acquisition education requirements IAW DoDI 5000.66 paragraph E2.2.8.
  • In accordance with the Ethics in Government Act, 1978, incumbent is required to file an OGE Form 450, Confidential Financial Disclosure Report, upon appointment and will be required to file annually.
  • Position designated as Essential Personnel and may be subject to duty in preparation for, or in response to, a state emergency or disaster declaration. This designation will not exceed 14 days per year unless otherwise approved in advance by the TAG.

Qualifications

MANDATORY EDUCATION REQUIREMENT: Must possess a Bachelor's Degree from an accredited educational institution authorized to grant baccalaureate degrees. GENERAL EXPERIENCE: Experience supporting competencies in business, finance, risk management, project management, or supply chain management. Experience must include competencies such as skill in collecting and analyzing data and the ability to communicate clearly and effectively and other professional competencies in procurement administration or purchase card management. SPECIALIZED EXPERIENCE: Your resume and any other supporting documentation you wish to provide must clearly substantiate you currently possess 12 months of specialized experience in the following: GS-07 REQUIRES 12 MONTHS: Experience in positions collecting and analyzing data. Experience assisting in business management, financial management, project management, risk management, or supply chain management. GS-09 REQUIRES 12 MONTHS: Experience in contracting at the GS-07 grade level that provided exposure to the full scope of contracting and acquisition and a working knowledge in one or more of the following areas: A knowledge of contracting authority and responsibility; Contract principles and knowledge of the Federal Acquisition Regulation; Contractor responsibility standards; Regulatory compliance; Knowledge of Federal supply schedule contracting; and Knowledge of acquisition definitions and applicability. GS-11 REQUIRES 12 MONTHS: Must possess an awarded Level I, DAWIA Foundational Certification (or equivalent). Experience at the GS-09 level performing work in the following areas as applicable to the position being filled: Pre-award of contracts related to development of a solicitation; and acquisition planning, requesting offers, and developing offers by evaluation of solicitation and finalizing offers; Award of contracts that includes forming a contract; and Post-Award actions to administer the contract. KNOWLEDGE, SKILLS AND ABILITIES: Knowledge of contracting principles, laws, statutes, Executive Orders, regulations, and procedures applicable to pre-award and post-award duties sufficient to plan and carry out procurement actions and administer contracts for a variety of specialized services, commodities and/or construction using a wide range of contracting methods and contract types. Knowledge of commercial business practices and market conditions to evaluate offer acceptability, contractor responsibility, and/or contractor performance, and to determine acquisition strategy and sources. Knowledge of up-to-date market research procedures. Knowledge of a wide range of contracting methods and contract types sufficient to perform pre-award, post-award, and price/cost analysis functions. Knowledge of negotiation techniques and technical requirements sufficient to procure complex and/or diversified services, commodities, and/or construction. Knowledge of contract administration sufficient to monitor a group of diverse contracts, understanding quality assurance, inspection, acceptance, and corrective action terms and conditions. Knowledge of contract termination procedures sufficient to recommend or determine allowable costs, profit to be allowed, disposal of government property, and similar issues and to negotiate settlements with contractors. Knowledge of contract cost analysis techniques sufficient to gather and evaluate price and/or cost data for a variety of pre-award and/or post-award procurement actions. Skill in collecting and analyzing contracting data effectively, efficiently, and accurately. Ability to clearly enunciate English without impediment of speech that would interfere or prohibit effective communication. Ability to write English in reports and presentation formats. Ability to communicate clearly and effectively. Skill in presenting formal training presentations and briefings. Skill in applying procedures and directives by reading and interpreting program material. SPECIAL REQUIREMENTS: Incumbent is required to submit a Financial Disclosure Statement, OGE-450, (5CFR Part 634, Subpart I USOGE, 6/08). Executive Branch Personnel Confidential Financial Disclosure Report upon entering the position and annually, in accordance with DoD Directive 5500-7-R, Joint Ethics Regulation, dated 17-Nov-2011. CAREER LADDER: Individual may be selected at a lower level. Predicated upon qualifications, individual could be hired at the GS-11 grade. An individual selected for this position at the lower grade will progressively be advanced to GS-11 upon achievement of required qualifications without further competition. CERTIFICATION ISSUED BY FEDERAL (non-DoD) ORGANIZATIONS: Contracting certifications issued by Federal (non-DoD) organizations such as the Federal Acquisition Certification in Contracting (FAC-C) and certifications issued by the Department of Homeland Security, or the Coast Guard are not reciprocal with the Defense Acquisition Workforce Improvement Act (DAWIA) certification. However, the National Guard Bureau may consider these Federal, non-DoD certifications in exercising the fulfillment process toward meeting the certification requirements of Chapter 87 of Title 10, U.S.C. Completed DAU or equivalent coursework may be transferable and applied toward the functional or acquisition training standards for an acquisition workforce member's DAWIA contracting certification. Applicants that qualify for the position based upon their contracting experience in the 1102 series as an employee in a non-DoD position will be given thirty-six months to achieve Level 1 DAWIA Foundational certification. The HCA designated POC will assist the HRO in exercising the fulfillment process toward meeting the certification requirements of Chapter 87 of Title 10.
