DUTY LOCATION: USPFO, Windsor Locks, CT AREA(S) OF CONSIDERATION: Area I: All On Board Federal Employees (T5), Tenure 0,1,2,3 within the CTNG with U.S. citizenship. Area II: All On Board Federal Dual-Status Military Technicians (T32), Tenure 0,1,2,3 within the CTNG with U.S. citizenship. Area III: All current and former members of the Connecticut National Guard with U.S. citizenship. Area IV: All current Federal Employees from any agency. Area V: All U.S. Citizens.

Duties

This National Guard position is for a SUPERVISORY CONTRACT SPECIALIST (Title 5), Position Description Number T0045000 and is part of the CT USPFO, National Guard. JOB SUMMARY: The primary purpose of this position is to serve as Chief of the Contracting Office (CoCO) for the ARNG and ANG, providing professional acquisition and business advisor services. Directly reports to the United States Property and Fiscal Officer. The major duties include, but are not limited to: Exercises direct supervisory and personnel management responsibilities Provides senior level operational contracting support advice and assistance. Exercises full management and line authority. Works independently, or serves as team member/advisor, on process action teams, staff assistance visits, contracting studies and special projects. Provides supervisory responsibility for subordinate acquisition workforce personnel.

Requirements

  • The incumbent of this position description must have, at a minimum, a completed National Agency Check (NAC) prior to position assignment; must be able to obtain and maintain a secret security clearance.
  • Federal employees currently serving in the competitive service must acknowledge they will voluntarily leave the competitive service by accepting an offer of employment for this NG Title 5 excepted service position.
  • U.S. Citizenship required.
  • Must possess a valid state drivers license.
  • This position is subject to provisions of the DoD Priority Placement Program.
  • Federal employees currently serving in the excepted service (Title 32) must acknowledge they will voluntarily leave the Title 32 excepted service by accepting an offer of employment for this NG Title 5 excepted service position.
  • As a condition of continued employment in the position, employee must complete Level Three Certification within 24 months of appointment to the GS-1102-12 supervisory position.
  • Contracting certification must be accomplished IAW DoDI 50000.66.
  • The incumbent must meet the certifications, training, and experience IAW DoDI 5000.66.
  • In accordance with the Ethics in Government Act, 1978, incumbent is required to file an OGE Form 450, Confidential Financial Disclosure Report, upon appointment and will be required to file annually.
  • Must go through a Contracting Officer Review Board (CORB) prior to appointment and as a condition of employment must maintain a warrant.
  • Selected applicant will receive a tentative offer of appointment contingent upon passing a Contracting Officer Review Board (CORB), and obtaining a contracting warrant.
  • The incumbent must meet the Defense Acquisition Workforce Improvement Act (DAWIA) requirements applicable to the duties of the position.

Qualifications

EDUCATION REQUIREMENT: 1. A Bachelor's Degree from an accredited educational institution authorized to grant baccalaureate degrees. GENERAL EXPERIENCE: Must have experience in positions supporting competencies in business, finance, risk management, project management, or supply chain management. Experience must include competencies such as skill in collecting and analyzing data and the ability to communicate clearly and effectively and other professional competencies in procurement administration or purchase card management. SPECIALIZED EXPERIENCE: Your resume and any other supporting documentation you wish to provide must clearly substantiate you currently possess 12 months of specialized experience in the following: GS-13 REQUIRES 12 MONTHS: Experience (contracting) at the GS-12 level that required a working knowledge of a wide variety of contracting methods and contract types sufficient to perform pre-award/post-award and/or contract price/cost analysis. Experience performing acquisition planning; contract price and cost analysis/cost accounting techniques, comprehensive negotiation techniques and a working knowledge of statutes and regulations as they apply to procurement functions. Must possess a Level 1, DAWIA Foundational Certification (or equivalent, see Certifications Issued by Federal (non-DoD) Organizations below) KNOWLEDGE, SKILLS AND ABILITIES: Skill in collecting and analyzing contracting data effectively, efficiently, and accurately. Ability to clearly enunciate English without impediment of speech that would interfere or prohibit effective communication. Ability to write English in reports and presentation formats. Ability to communicate clearly and effectively. Skill in presenting formal training presentations and briefings. Skill in applying procedures and directives by reading and interpreting program material. Knowledge of pre-award and post-award procedures to plan and conduct the contracting process. Knowledge of two or more contract functions. Ability to use formal advertising or negotiation procedures; the evaluation of contract price proposals; and the administration or termination and close out of contracts requiring knowledge of business and industry practices, sources of supply, cost factors, and the legislation, regulations, and methods used in contracting. Ability to manage, supervise, and develop local policies and procedures for professional work involving the procurement of supplies, services, and construction as well as for personal performance of the more complex work of the unit. SPECIAL REQUIREMENTS: Incumbent is required to submit a Financial Disclosure Statement, OGE-450, (5 CFR Part 2634, Subpart IUSOGE, 6/08), Executive Branch Personnel Confidential Closure Report upon entering the position annually, IAW DoD Directive 5500-7-R, Joint Ethics Regulation, dated 23 March 2016. DEFENSE ACQUISITION WORKFORCE IMPROVEMENT ACT CAREER FIELD POSITION: This is an Acquisition, Logistics and Technology Workforce position. Selectees must meet position requirements for certification at Level II (GS-12) or Level III (GS-13) in Acquisition career field Contracting. Per the Defense Acquisition Workforce Improvement Act (DAWIA), November 1990, with NDAA inclusions, the following notes are provided: The education requirements listed above apply to individuals who initially entered -or- will enter the National Guard (NG) Title 5 Excepted Service Contracting Program, Series GS-1102, positions, on/or after October 1, 2000. Current National Guard (NG) Title 5 Excepted Service Contracting Program, Series GS-1102 employees who occupied GS-1102 positions with authority to award or administer contracts, above the simplified acquisition threshold on/or before September 30, 2000, are exempt from meeting this education requirement. The Defense Acquisition Workforce Improvement Act dictates specific education, training requirements, knowledge, and experience factors for Acquisition, Technology, and Logistics workforce. Education, training, and experience requirements, for each contracting certification level, provide the framework for progression in a career field and are used for the purpose of characterizing a contracting specialist's qualifications within the GS-1102 career field.
