Duties
This position is located in the Personnel Director's Branch, Human Resource Management Division (HRMD), Bureau of Prisons BOP), Washington D.C. Monitors field activity and coordinates with Division subject matter experts (SMEs) on program content in meeting desired policy goals and objectives. Participates in the Department of Justice (DOJ) and Office of Personnel Management (OPM) workgroups for workforce initiatives and hiring flexibilities in the study and implementation of new HR proposals. Pilots and tests new HR procedures, corrects any potential problems, and creates and writes specific instructions on their implementation and use. Functions as the senior technical advisor on a wide variety of staffing and/or HR issues requiring extensive analysis. Reviews and provides input to less experienced staff regarding their final work products.

Qualifications
To be considered for the position, you must meet the following qualification requirements: Education: There is no substitution of education for specialized experience for this position. Experience: You must have at least one year of specialized experience equivalent in difficulty and complexity to the next lower grade level in the normal line of progression for the occupation in the organization. To be creditable, this experience must have equipped the applicant with the qualifications to perform successfully the duties of the position and must typically be in or related to the position to be filled. Some examples of this qualifying experience are:
Experience which provided a comprehensive working knowledge of and skill in Human Resource functions that included, recruitment, placement and staffing, awards, employment incentives, reduction in force, leave administration, performance, and work life programs in the federal government.
Experience in advising Human Resource offices, evaluating program effectiveness, and providing solutions to problems encountered that may impede accomplishment of program objectives.
Experience in the review, development and revision of staffing policies.
Experience providing guidance, training, and oversight to Human Resource specialists in administering a Human Resource program.
