About the Position: You will function as a Construction Control Representative with the Army Corps of Engineers, Nashville District, Integrated Project Office Division, located in Chattanooga, TN.

Duties

Observe and investigate all construction phases to ensure compliance with contract schedules, specifications and shop drawings. Investigate need for contract change orders, controversies which could lead to formal claims by the contractor, deviations requiring engineering determination, and other matters. Confer with contractor concerning sufficiency and suitability of equipment being used and number of workers employed to assure completion of work on or ahead of schedule. Record changes and modifications to contract drawings and specifications for use in preparation of "as built" drawings upon completion of construction. Coordinate with other contractors, resident office sections, and government agencies involved to preclude conflicts of interest and to maintain effective public relations on assigned construction projects.

  • Position requires employee to serve on rotating shifts.
  • This position will be filled as a time-limited appointment. Federal employees who accept a time limited appointments will be separated at the end of the time-limited appointment date if the Not-to-Exceed (NTE) date is not extended.
  • There are no return/reemployment rights to the position vacated prior to accepting the time-limited appointment. Permanent employees who accept a time limited appointment will be expected to sign a statement of understanding.

To qualify at the GS-09 grade level, you must have: Specialized Experience: One year of specialized experience which includes: observing and investigating all construction phases to ensure compliance with contract schedules, specifications, and shop drawings; identifying actual or potential problems to determine changes or remedial action; reviewing contractor's receipt of materials and equipment procured by contractor's purchase orders; and assuring adherence to safety program, checking work areas and methods of performance for safe practices. The OPM Qualification Standard provides the following examples: Engineering aid or technician or surveying technician performing work directly related to construction; Construction inspector or construction representative responsible for interpreting plans and specifications, inspecting materials and workmanship, and insuring adherence to safety requirements; Supervisor of crafts persons', equipment operators, or mechanics engaged in construction work, provided that the experience involved responsibility for interpreting plans and specifications and inspecting workmanship for adherence to such plans and specifications. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-08). OR Education: Two full years of graduate education or a master's degree meets the requirements for GS-9. One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent 1 year of full-time study. If that information cannot be obtained from the school, 18 semester hours should be considered as satisfying the 1 year of full-time study requirement. Part-time graduate education is creditable in accordance with its relationship to a year of full-time study at the school attended. OR Combination of Education and Experience: Less than one year of specialized experience as described above and I have at least one year of graduate education but less than the required two years. You will be evaluated on the basis of your level of competency in the following areas: Contract AdministrationOral CommunicationQuality Assurance Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-08).
