About the Position: You will function as a Lead Construction Control Representative with the Army Corps of Engineers, Nashville District, Integrated Project Office Division, located in Chattanooga, TN.

Duties

Take part in design review conferences, reviews preliminary plans and specifications prior to advertisement for practicability, anticipated physical obstructions and other construction difficulties and availability of selected materials. Attend and participate in pre-bid conferences to orient and inform bidders as to features, requirements and special conditions Confer with local Government officials, committees, individuals, and representatives of private concerns affected by the project and makes reports and recommendations. Confer with employees led on problems of control, inspection, administration, and safety and makes decisions for dealing with the particular problems. Assure that a government inspector is present and properly trained and qualified to detect substandard operations and faulty construction. Resolves controversial matters arising between Government and contractor personnel. Perform office engineering duties including review of shop drawings, preparing response to contractor inquiries, as well as, performing the following work related to contract modifications. Distribute and balance the workload among employees in accordance with established work flow or job specialization, assure timely accomplishment of the assigned workload, and assure that each employee has enough work to keep busy.

Specialized Experience: One year of specialized experience which includes projects involving construction activities through a quality assurance inspection unit; assisting in project oversight, inspection, and construction services for the construction, repair, and alteration of facilities; interpreting engineering and architectural plans and specifications; application of construction and cost estimating techniques. The OPM Qualification Standard provides the following examples: Engineering aid or technician or surveying technician performing work directly related to construction; Construction inspector or construction representative responsible for interpreting plans and specifications, inspecting materials and workmanship, and insuring adherence to safety requirements; Supervisor of crafts persons', equipment operators, or mechanics engaged in construction work, provided that the experience involved responsibility for interpreting plans and specifications and inspecting workmanship for adherence to such plans and specifications.}}. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
