Duties

Initiate, develop, implement, and recommend changes to administrative procedures and methods. Modify office procedures and practices to be used by secretaries in subordinate offices throughout the organization. Respond to inquiries and administrative problems brought to the Director’s office by members of the staff and officials of the Washington Office, State and local governments, BLM organizations, Federal agencies, and Congressional staff. Respond to public inquiries from the media, special interest groups, and industry as appropriate. Notify the appropriate manager/official of the need for information or recommendations, and prepare the response/follow up to ensure a timely response. Screens all calls and visitors, answer questions and complete business involving established policy or routine matters, apprising the State Director and Associate State Director of matters on which action has been taken. Arrange conferences for the State Director and Associate State Director. Plan and arrange meetings at the request of Washington Office officials to be held in the State/Center, as well as all leadership meetings and conferences. Prepare agendas, notify participants, and arrange accommodations, luncheons, and similar matters. Take notes and follow up on assigned action items with participants. Plan numerous and changeable travel itineraries and arrangements for the Director and Associate Director, ensure their travel arrangements, and for visiting officials are properly instituted; prepare necessary travel authorizations and vouchers.

Qualifications

Specialized Experience for GS-08: You must possess one (1) full year of specialized experience at or equivalent to the GS-07 in the federal service. Specialized experience is further defined as responding to inquiries and administrative problems; setting appointment for managers; drafting correspondence; assist with logistics for meetings and making travel arrangements. Specialized Experience for GS-09: You must possess one (1) full year of specialized experience at or equivalent to the GS-08 in the federal service. Specialized experience is further defined as performing executive personal assistant/secretarial duties for high level leadership or management; acting as an office manager; responding to inquiries and administrative problems that requires dealing with high level staff and officials; exercising control of managers appointments, with authority for commitments of time; reviewing correspondence, creating correspondence in final form; routing matters and following up to ensure action are completed; proficient at coordinating logistics for large meeting and making complicated travel arrangements. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You must meet all qualification requirements by the closing date of the announcement. Career Transition Assistance Plan (CTAP)/lnteragency Career Transition Assistance Program (ICTAP): These programs apply to employees who have been involuntarily separated from a Federal service position within the competitive service or Federal service employees whose positions have been deemed surplus or no longer needed.
