The position informs the DEO and HPE service with authoritative analyses, evaluations, policy guidance and advisement regarding OAA special purpose funding, DA processes and health care operations as they relate to HPE programs. The position ensures policy compliance with OAA, VA, VHA and local policies.

Duties

Duties consist of the following, but are not limited to: Provides subject matter expert knowledge of VHA Handbook 1400.05 and the Resident Disbursement Procedures (ReDPro) SOP. Serves as the facility EARs champion on training, national OAA calls, and surveys. Uses EARs record data and analysis to recommend redistribution of resources, forecast HPT position allocation (FTE) needs for subsequent academic years, and formulate long range budget needs and excess. Manages the special purpose academic fund from OAA and HPT reimbursement processes with the affiliate; synthesizes data, trends, opportunities, etc. for presentation to facility leadership, OAA, or academic organizations using graphs, flowcharts, and other techniques. Validates complex calculations for accuracy of reimbursement of trainee activity with analysis of relevant documentation; evaluate and determine the scope and intensity of verification methods for each program to minimize risk to organization while maintaining efficiency. Manages evidence documentation to complete OAA's and the Office of Integrity and Compliance annual reporting method for verification of the site's compliance with policy ReDPro and utilizes internal controls for confirming the accuracy of the EARs processes. Research and troubleshoot reconciliation issues to identify and recommend resolution. Provides clarity and education on these complexities to internal and external stakeholders as needed. Develops and provides annual and as needed training for the affiliate to ensure policy compliance; maintains documentation of training, including meeting minutes description of content covered, and name of attendees. Training is provided for affiliate academic staff, affiliate program directors, VA site directors and resident coordinators. Extracts, analyzes, and organizes data from multiple sources to create reports for ongoing monitoring of resources, OAA reports, or special projects. Facilitates performance measure goals by developing studies and evaluations for suspense items, accreditation standards, needs assessments/surveys, white papers, academic presentations, grant proposals, and special purpose budgetary requirements. Maintains awareness of new policy related to budget, personnel, and procurement to provide analysis, training and recommendations to enhance HPE operations. Conducts oversight and analysis of (non-DA) HPE service budget and account balances, pending items, trends, and reporting requirements; assures expenditures are appropriately requested, authorized, and documented to ensure critical timelines are met, avoid delinquent obligations, identify opportunities and utilize funding according to budget plans. Formulates and proposes process improvement strategies or cost-effective solutions; multiple fund control points for HPE programs are complicated by divergent timeframes (academic & fiscal years, HPE program duty/hour requirements and start/end dates. Submits the Quarterly Needs and Excess (NE) reports to OAA for redistribution of returned funds across programs to accommodate national changes in priorities. Administers and oversees HPE contracts per directive 1400.10 Healthcare Resources Contracting: Educational Cost Contracts (ECC) to support VA's proportional share of expenditures from academic affiliates. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Work Schedule: Monday-Friday 8:00am-4:30pm Telework: This position may be authorized for telework. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 02/07/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09 and For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Health System Administration Series 0671 Individual Occupational Requirements Undergraduate and Graduate Education: Major study -- hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration. OR, Specialized Experience: Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following: Missions, organizations, programs, and requirements of health care delivery systems; Regulations and standards of various regulatory and credentialing groups; and Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement. Special Provision for In-service Placement: Successful completion of an agency-sponsored on-the-job training program may be substituted for qualifying experience, provided it included a formal individualized training plan. Such a training program must have been conducted in an operating health care system and included: Assignments providing a knowledge of basic health system administration philosophies, practices, and procedures, and basic government administrative policies and requirements; Practical assignments providing an opportunity to apply health system administration skills and principles (as the individual progresses, work assignments must be characteristic of the grade level to which he or she is assigned); and Oversight by an experienced health system administrator with periodic evaluation of the individual's progress and appropriate adjustment of the training program. In addition to the requirement above, you must also meet the minimum experience and/or education as described below: For the GS-11 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Experience in health care operations principles and practices, HPE training programs and clinical disciplines; Analyze, evaluate, administer, and advise on HPE programs; Troubleshoot issues, analyze problems, make recommendations, enact process change and participate in planning for HPE programs of the medical facility, academic affiliates and OAA; Support, analyze, plan, coordinate, and execute multiple highly complex, high value clinical academic training programs simultaneously; Resolve multi-faceted reconciliation issues; Collect, compile, analyze, track, and report data; Collect, consolidate, and provide analysis of data to prepare justifications for FTE, funding, and budget planning purposes. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond master's or equivalent graduate degree. For the GS-12 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Experience in health care operations principles and practices, HPE training programs and clinical disciplines; Analyze, evaluate, administer, and advise on HPE programs; Troubleshoot issues, analyze problems, make recommendations, enact process change and participate in planning for HPE programs of the medical facility, academic affiliates and OAA; Support, analyze, plan, coordinate, and execute multiple highly complex, high value clinical academic training programs simultaneously; Resolve multi-faceted reconciliation issues; Collect, compile, analyze, track, and report data; Collect, consolidate, and provide analysis of data to prepare justifications for FTE, funding, and budget planning purposes. PREFERRED EXPERIENCE for the GS-11/12: Preferred knowledge of Health Profession Education ( HPE) management for establishing, maintaining, and evaluating the quality of HPE programs and program management of health professional trainees ( HPT) at the VA medical facility. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work is sedentary, although some slight physical effort may be required. This work is performed in an office setting although some slight physical effort may be required to conduct training events, give presentations, or to observe staff and trainees in their work environment, including inpatient clinical areas. The position will utilize a desk and computer and may need to navigate throughout the facility clinical areas. Stamina and concentration to meet crucial deadlines is required.
