About the Position: Serve as an Education Services Specialist responsible for planning and developing a complete installation-level continuing education system program. Annual enrollment ranges from approximately 300 to 600 participants in goal-oriented instructional programs at five different learning levels. Provide approximately 30 creditable courses in installation facilities through contracted training instructors or instructors provided by colleges/universities or training institutes.

Duties

Plan and develop local Standard Operating Procedures (SOPs), goals, and objectives, for the educational services program. Determine educational needs through surveys, discussions and counseling and testing activities. Identify new courses/goal-oriented programs for development or offered in specific occupational, operational, or functional areas. Arrange for necessary classroom space; supplies and equipment required for educational and training activities. Brief supervisor/management and tenant Commanders/Activity Directors/staff on status and needs of the education program. Maintain coordination with training commanders to gain support of program and work to meet headquarters educational goals. Coordinate and negotiate with educational institutions to establish educational/training programs/partnerships. Work with colleges and universities to provide or establish courses, programs, and scheduling to meet student requirements. Initiate contacts with the state departments of education and other state agencies to obtain acceptance of specific programs (e.g., on-post General Educational Development (GED) testing and recognition for accreditation of certificate requirements). Develop memorandums of understanding (MOUs) for contracts with educational institutions for facilities, staff, promotion, administration, admission qualifications, fees, courses, equipment, instruction, etc. and monitors contract performance. Work with participating institutions for new or specialized courses, specially designed preparatory programs for military, military occupational specialty (MOS) vocational/technical programs, high school programs, flexible scheduling, etc. Coordinate learning center services and maintain an extensive MOS-related textbook library to support varied educational and training requirements. Stay abreast of advances in the field of continuing education.

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.

Basic Requirement for Education Services Specialist: Degree: Bachelor's degree (or higher degree) that included or was supplemented by at least 24 semester hours appropriate to the position to be filled in one or a combination of the following areas, with at least one course from (1) or (2). Tests and measurement: Study of the selection, evaluation, administration, scoring, interpretation, and uses of group and individual aptitude, proficiency, interest, and other tests. Adult education: Study of the adult as a learner, teaching-learning theories for adults, models and procedures for planning, designing, managing, and evaluating adult learning activities. Educational program administration: Study of the foundation and methods in organizing for adult and continuing education programs. Curriculum development or design: Study of the principles and techniques for development of curricula for adult or vocational education programs. Teaching methods: Study of teaching strategies and learning styles of the adult learner. Guidance and counseling: Study of the purposes and methods in counseling and guidance, the role of the counselor in various settings, approaches to counseling, and the uses of tests in the counseling situation. Career planning: Study of career development, learning activities, systems, approaches, program coordination, use of educational and community resources, and vocational counseling systems. Occupational information: Study of theories of occupational choice and vocational development and their application to the guidance process. Identification and utilization of various types of occupational information and resources. Specialized Experience: I have one year of specialized experience equivalent to at least the GS-11 grade level in the Federal service which includes experience in education practices in order to administer and evaluate education activities within a large installation; determine training needs, develop and present educational materials and programs to include arranging classrooms required for all education and training activities for eligible personnel. Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
