The primary purpose of this position is to be responsible for coordinating, synchronizing, integrating and managing division priorities and performance in meeting Program Depot Maintenance (PDM) and System Program Office (SPO) requirements and schedules. Represents the division, providing a single point of contact within this division for conflict resolution.
Duties
Responsible for analysis, validation and revision of customer schedule/priorities for aircraft component manufacture/repair production plan throughputs.
Monitor Group production schedule performance to include evaluating lead-time changes, assessing unanticipated material production problems and their impact on existing schedules, controlling priorities and meeting critical milestones.
The incumbent develops/directs/performs studies and projects on complex and controversial issues of productivity, quality, capability, functions and work processes, the use of manpower, and development of meaningful indicators that depict production status to determine whether substantial modification Is required to improve the efficiency of the entire production plan.
Design, plan, and conduct management surveys, research projects, and provide advisory services of a wide variety of substantive issues with extensive scope, complexity, and impact throughout a complex organization with interrelated processes and functions.
The incumbent assists the overall SSC scheduling effort through the monitoring of the Information contained in applicable maintenance/production/supply data systems.
Work to achieve and support qualify improvement in all products and services.

Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes coordinating, synchronizing, integrating and managing division priorities and performance in meeting program requirements and schedules. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Ability to plan, schedule and take corrective action to meet emergency and regular production workload requirements.
Ability to interpret technical data, standards, and instructions and to relate them properly to the type of aircraft supported in preparing production plans and schedules.
Knowledge of a variety of Maintenance/Material Management information systems and their interrelationships.
Extensive knowledge of the Maintenance/Manufacturing Process Plans, including routes, bills of material, item master lists, labor standards, process standards, work methods, facility utilization, manpower utilization, and funding issues.
Knowledge, skill and experience to prevent or alleviate unanticipated production/processing delays, scheduling conflicts and lack of required material/manpower shortages.
Knowledge of aircraft records keeping, process and history.
Knowledge of and skill in the application of analytical and evaluate techniques to the identification, consideration, and resolution of issues or problems concerning efficiency and effectiveness of program operations and identifying trends and required program changes.
Ability to communicate effectively both orally and in writing to ensure accurate representation of problems identified and solutions developed.
Knowledge of lean, safety, security, and health principles, practices and procedures and internal.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

PHYSICAL DEMANDS: The work is mostly sedentary however, some walking, bending, standing and lifting is required.
WORK ENVIRONMENT: The incumbent works primarily in on office environment, but is periodically required, however, to visit shop/potentially hazardous industrial areas. The employee may be required to wear protective equipment/clothing.
