This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD workforce to recruit and appoint qualified candidates to positions in the competitive service. About the Position: Serves as Industrial Hygienist, responsible for performing a variety of specialized duties in support of the District's Safety, and Occupational Health Programs.

Duties

Investigates health problems which arise among workers, such as respiratory illness, hearing loss, or other aberrant health matters associated with working conditions and determines corrective measures. Plans and administers the Districts Industrial Hygiene Program, evaluating work operations for actual or potential health hazards. Identifies, evaluates, and provides guidance on the control, abatement, or elimination of various stressors, such as chemical and toxic agents, physical agents, biological agents, and ergonomic factors. Provides proper judgement in health hazard determinations where considerable interpretation of applicable health standards is required. Reviews designs, plans, and specifications for projects to ensure compliance with industrial hygiene standards. Analyzes the severity of the situation, and considers work processes, impacts to productivity, and related costs to develop recommendations to control, abate, or eliminate the hazard. Conducts periodic surveys of working conditions to determine the nature and magnitude of hazardous exposures and the effectiveness of existing control measures. Uses various methods and equipment to obtain necessary samples and submits to appropriate laboratory for analysis. Prepares correspondence, briefings, and recurring and/or special reports regarding industrial hygiene, safety, occupational health and hazardous and toxic waste (HTW) matters. Attends meetings, briefings, and conferences with District leaders and employees, counterparts at other district offices, technical specialists and scientists from other agencies or private industry. Conducts educational programs designed to inform management and employees of potential hazardous exposures, applicable directives and regulations, latest control techniques, and general occupational health matters. Participates in determining District occupational health and safety training needs, and provides advice to management on public relations, liabilities, and incentive materials.

  • This is a Career Program 12 (CP-12) Position and all ACTEDS requirements apply, to include, as a condition of employment employee must attain CP-12 Level I Certificate within twelve months of hire.

Qualifications

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Basic Requirement for Industrial Hygienist: Degree: Bachelor's or graduate (or higher level) degree in industrial hygiene, occupational health sciences, occupational and environmental health, toxicology, safety sciences, or related science. The education must be accredited by an accrediting body recognized by the U.S. Department of Education at the time the degree was obtained. OR Related Degree: Bachelor's degree in a branch of engineering, physical science, or life science that included 12 semester hours in chemistry, including organic chemistry, and 18 additional semester hours of courses in any combination of chemistry, physics, engineering, health physics, environmental health, biostatistics, biology, physiology, toxicology, epidemiology, or industrial hygiene. The education must be accredited by an accrediting body recognized by the U.S. Department of Education at the time the degree was obtained. For engineering degrees to be acceptable, the curriculum must be in a school of engineering with at least one curriculum accredited by the Accreditation Board for Engineering and Technology (ABET) as a professional engineering curriculum. OR Certification from the American Board of Industrial Hygiene (ABIH). In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Specialized Experience: One year of specialized experience which includes Providing technical expertise in training and guidance in Industrial Hygiene principles by performing various duties to assess work practices and environmental conditions for hazards to the health and safety of workers; conducting surveys, analyzing findings, preparing various reports and assisting in worker education and training in physical areas to include industrial shops, production areas, laboratories, confined spaces and outdoor work sites; independently plans and conducts daily program activities by determining the approach to be taken and the methodology to be used. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service GS-11 or above. Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.

FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
