The primary purpose of this position, DISTRIBUTION FACILITIES SPECIALIST, GS-2030-09, is to perform work involved in the management, accountability, identification, examination, classification, acceptance, distribution, disposition, disposal of equipment, assets, kits and components; provide secure storage and Armory escorted/unescorted access for the installation.
Duties
Independently perform Individual Mobility Equipment duties required to support training, deployment and contingency operations, including management, examining, maintaining, and updating all pertinent information related to preparing mobility assets.
Receive, examine, verify, and identify complex categories of materials and equipment such as those which are classified, high-valued equipment, precious/strategic metals, and complex electronic or mechanical assemblies and monitor special programs.
Maintain an aggressive surveillance inspection program on stored/on-hand items.
Receive, examine, and determine condition of a wide variety of complex items and materials to be turned in/removed.
Utilize and maintain tools and equipment, operate gasoline, diesel, and/or electric powered vehicles, material handling equipment and, utilize safety and security practices and procedures following established rules and regulations.

- Incumbent will be required to work on call armory duty, which will include evenings, weekends, and/or holidays, and must be able to respond to vault alarms.
- Incumbent will be required to report to the current armory location within 20 minutes of notification and take control of physical security requirements.
- Incumbent must be qualified in the use of required weapons and recurring training is required to keep the incumbent knowledgeable on the updated procedures and techniques for preparation and response to armory physical security.
- The work will require the employee to drive a motor vehicle, operate material handling equipment, and operate measuring devices. An appropriate, valid driver's license will be required for the position.
- This position may be designated as mission essential based on local conditions. Mission essential personnel report for duty at normal times when the base is closed or delayed reporting, and remain on duty during phased or early release.

Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. An example of creditable specialized experience includes: analytical or managerial work concerned with receiving, handling, storing, maintaining while in storage, issuing, or physically controlling items within a storage and distribution system; knowledge of the principles, practices, and techniques of managing the physical receipt, custody, care, and distribution of material, including the selection of appropriate storage sites, material handling equipment, and facilities. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.

EDUCATION: Successfully completed a Master's or equivalent graduate degree or two full years of progressively higher level graduate education leading to such a degree or LL.B or J.D., if related. COMBINATION OF EXPERIENCE AND EDUCATION: An equivalent combination of successfully completed, qualifying education and experience may be used to meet total experience requirements. Specialized experience directly related to the work of the position may be used to meet the requirements of this position. Education in excess of a 1 full year of graduate level education may be used to qualify applicants for the GS-9 level. NOTE: You must submit copies of your unofficial transcripts with your application if using education as a substitution of experience.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52weeks must also meet time-in-grade requirements. Due to the use of 120 day rosters, applicants within 120 days of completion of TIG requirements are encouraged to apply.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1.Knowledge of a wide range of materials, complete equipment items, technical components, parts, and commodities.
2. Knowledge of warehousing property reutilization and disposal procedures and plans, computerized listings/programs, and demilitarization procedures.
3. Knowledge of procedures for proper warehousing and weapons armory, supply catalogs, technical manuals, service bulletins, and equipment drawings required for product and equipment verification/modification or assembly.
4. Knowledge of special operating requirements, methods, and procedures for enforcing specialized personnel access controls and preventing unauthorized access to areas where stringent security requirements are enforced.
5. Ability to operate the Security Force Management Information System and the Incident Management System.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

You will receive credit for all qualifying experience, including volunteer experience.

PHYSICAL DEMANDS: The work requires regular and recurring physical exertion such as long periods of standing, walking, climbing stairs, bending, stooping, kneeling, reaching, pushing, and pulling heavy material, items or assets. The work requires heavy lifting and carrying over 25 pounds with assistance. The incumbent will be required to continually stoop, bend, crouch, and lift materials and participate in weapons training/qualification activities. NOTE: THIS POSITION REQUIRES A PRE-EMPLOYMENT PHYSICAL.
WORK ENVIRONMENT: Work is performed inside warehouse/armory environments and outside in containment areas on year-round basis. Work is performed in settings in which there is regular and recurring exposure to moderate discomforts and unpleasantness such as high levels of noise, high temperatures and/or adverse weather conditions. Occasional visits to storage, disposal and other industrial areas are required. Subject to cuts, bruises, abrasions, and scrapes in moving or handling materials and equipment and to hazards involved in working in proximity to moving equipment such as fork lifts, trucks, material handling equipment, scales, hazardous materials, and any other such items that may cause personal harm. Will be required to use protective clothing/safety items such as gloves, boots, lift belts, aprons, goggles, or face shields. Subject to 24-hour, no notice recall, non-normal duty hours, rotating shifts, extended workweek, and weekend and holiday duty during war or contingency operations or test alerts/exercises.
