The primary purpose of this position, Management Analyst, GS-0343-9 is to conduct studies/analyses of limited scope and/or assist in comprehensive manpower and organizational studies/analyses of organizations, functions, and work processes and provide basic management consultant capabilities to improve mission effectiveness, resource efficiency, and resource savings.

Duties

Plan, develop, and conduct organizational structure, workforce staffing/utilization, and/or space utilization studies or portions of studies of the serviced organization(s), to improve and simplify processes and maximize resources utilization. Conduct studies of a limited scope to identify, analyze, and recommend valid solutions to problems in organization structure and/or workforce utilization. Plan, organize, direct and execute the activities of the organization to ensure compliance with the goals and objectives of the Commander/Director. Conduct work measurement, methods and procedures, manpower requirements utilization, and/or engineered time standard studies for issues or problems of a procedural or factual nature, (e.g., travel voucher processing, workflow through closely related units, etc.). Provides input to assist in managing Department of Defense and Air Force productivity, awards, and recognition programs.

  • PHYSICAL DEMANDS: The work is primarily sedentary. May require some walking, standing, bending, carrying and/or lifting of light items such as paper or books. No special physical demands are required to perform the work.
  • WORK ENVIRONMENT: The work is performed in a typical office setting, requiring the use of normal safety precautions necessary for an office environment. The work area is adequately lighted, heated and ventilated.

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes: administrative work that requires a high degree of qualitative and/or quantitative analytical skills, the ability to research problems/issues, written and oral communication skills, and the application of mature judgment in problem solving. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. OR EDUCATION: Completed Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D. NOTE: You must submit a copy of your transcripts. OR COMBINATION OF EXPERIENCE AND EDUCATION: successfully completed education and specialized experience directly related to the work of the position as outlined above that meets the requirements of the position. Only education in excess of 1 full year of graduate level education may be used to qualify for the GS-09 level. NOTE: You must submit a copy of your transcripts. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge and skill in the application of DOD, Joint, and AF management engineering principles, concepts, and methodologies and basic financial management directives, concepts, procedures, guidance, and policy. 2. Skill in applying analytical and evaluative techniques to the identification, consideration, and resolution of issues or problems of a procedural or factual nature to devise organizational structuring options for organizations of a limited scope. 3. Skill in conducting interviews with supervisors and employees to obtain information about organizational missions, functions, and work procedures. 4. Ability to communicate effectively, both orally and in writing, to gain cooperation from others through tact, courtesy, and diplomacy. ???????5. Ability to access or locate information through the use of a personal computer and software programs. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
