This position is in the Office of the Managing Director (OMD), Federal Communications Commission (FCC) located in Washington, DC.Relocation expenses will not be paid.

Qualifications

However, those applicants must address the following Mandatory Technical Competencies.MANDATORY TECHNICAL COMPETENCIES: All candidates must submit a narrative statement (as reflected in your answers to the Vacancy Questions or upload as a separate document) addressing each of the following Technical Competencies. Experience that demonstrates the ability to provide guidance and counsel to top executive management of an organization with respect to policy, program and management issues and compliance with the laws, guidelines, and directives that govern the agency’s operations, contracts, procurement, budgetary, information technology, and human resources functions. Experience that demonstrates skill in leading the development, coordination, and implementation of comprehensive policies and programs that accomplish strategic agency goals and objectives. Experience that demonstrates knowledge of planning and program evaluation; spending and cost control management; organizational planning; budget planning preparation, execution and oversight; personnel and position management; labor-management relations; administrative services and support; financial management; and oversight of contracting and acquisitions as well as their interrelationships in order to provide overall direction, develop policy, and coordinate programs. Knowledge of the federal statutes, regulations and policies governing the following: personnel and human resources management; strategic planning and program performance evaluation; management improvement and paperwork reduction; budget preparation and justification; financial management and procurement; and administrative services and support. Experience that demonstrates the ability to communicate and coordinate with external or public entities, including other government agencies, on the development, execution, and oversight of agency programs.

Education

Applicants must meet the minimum basic educational requirements for Attorney positions. Applicants must possess a law degree (J.D. or LL.B) from a law school accredited by the American Bar Association and be a member of the bar of a state, territory, the District of Columbia, the Commonwealth of Puerto Rico, or a federal court of general jurisdiction. Proof of law degree and bar membership must be submitted with the application.
