The position is located in the Quality Management Department at the Rosebud Service Unit located in Rosebud, SD.
The purpose of this position is to serve as the Risk Management (RM) and Utilization Review (UR) Nurse in monitoring organizational performance and systemic issues to ensure compliance with established Risk Management measures and other regulatory requirements.
Duties
Performs daily quality of care reviews to monitor risk management (RM) activities for the entire facility.
Chairs the Risk Management and Utilization Review committees under the Quality Management Program.
Identifies potential problems or related concerns in the care of patients.
Assesses, plans, monitors and evaluates patient care through utilization review (UR) activities.
Reviews and analyzes medical records based of advanced nursing knowledge to identify deviation from screening criteria.

Basic Requirements
Education
A graduate or higher level degree, bachelor's degree, associate degree, or diploma from an accredited professional nursing educational program is required. This education must have been accredited by the Commission on Collegiate Nursing Education(external link), Council on Accreditation of Nurse Anesthesia Educational Programs(external link), Accreditation Commission for Midwifery Education(external link), or an accrediting body recognized by the U.S. Department of Education(external link) at the time the degree was obtained.
Degree from Foreign Nursing School: Official certification from the Commission on Graduates of Foreign Nursing Schools (external link) is required for individuals who graduated from foreign nursing schools.
Licensure
For all grade levels and positions, applicants must have passed the National Council Licensure Examination(external link). In addition, they must possess a current, active, full, and unrestricted license or registration as a professional nurse from a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States.
Experience
The work experience must have equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. At the GS-9 and above grade level, many positions may require experience in a specialty area of nursing.
Basic Requirements for the GS-12 (or equivalent) Grade Level
In addition to the mandatory license and education described above under Basic Requirements applicants must have at least one or more full years of professional nursing experience that is equivalent to the next lower grade level.
Examples of Specialized Experience for GS-12
Participating in Patient Safety Audits/Reviews that support regulatory standards. Participating and/or Conducting Root Cause Analysis to identify and support the need for process changes. Use of software or methods to determine medical necessity for inpatient length of stay and resources utilized and the procurement of continuity of care services for patients after discharge/disposition from a clinical care setting.

Time In Grade (Merit Promotion Candidates Only)
Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP).
