This position is located in the Division of Nursing Services at the Rosebud Comprehensive Health Care Facility, Rosebud, South Dakota in the Great Plains Area. The incumbent is responsible for the Emergency Department.
Duties
Plans work to be accomplished by subordinates and prepares schedules for completion of work.
Assists in the development of the nursing staff work schedules.
Participates in the writing of new unit policies, and incorporates research and information into existing policy, reflecting the current status of nursing practice.
Develops an orientation plan for each new employee that is specific to their skills and the needs of the unit and agency.
Ensures staff members meet nationally recognized certification standards such as BLS and maintain current licensure.

Qualifications

BASIC REQUIREMENT(S):
Education:
A graduate or higher level degree, bachelor's degree, associate degree, or diploma from an accredited professional nursing educational program is required. This education must have been accredited by the Commission on Collegiate Nursing Education (external link), Council on Accreditation of Nurse Anesthesia Educational Programs (external link), Accreditation Commission for Midwifery Education (external link), or an accrediting body recognized by the U.S. Department of Education (external link) at the time the degree was obtained.
Degree from Foreign Nursing School:
Official certification from the Commission on Graduates of Foreign Nursing Schools (external link) is required for individuals who graduated from foreign nursing schools.
Licensure:
For all grade levels and positions, applicants must have passed the National Council Licensure Examination (external link). In addition, they must possess a current, active, full, and unrestricted license or registration as a professional nurse from a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States.
Basic Requirements for the GS-11 (or equivalent) Grade Level
In addition to the above requirements, applicants must meet one of the following requirements:
Successful completion of a PhD or equivalent doctoral degree from a professional nursing educational program or related medical science field; or
At least one full year of professional nursing experience (equivalent to the GS-9 grade level) and possession of a diploma, associate degree, bachelor's degree, or master's degree from a professional nursing educational program.
Examples of Specialized Experience:
Experience with implementation and oversight of quality nursing care, and the ability to perform the full spectrum of supervisory personnel management.
Enforces all appropriate standards including but not limited to those of the Joint Commission, Center for Medicare and Medicaid Service (CMS) conditions of participation.
Assurance that patient's needs are adequately met and nursing services are rendered in accordance with current standards for nursing practice. Collaborates with Chief Nurse Executive in the nursing documentation analysis, evaluation and program planning including development of staff education and skills competence activities.
Time In Grade (Merit Promotion Candidates Only)
Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP).
