Serve as Management Analyst for Headquarters (HQ) Air Force (AF)/A10 supporting nuclear air and ground systems as well as nuclear stockpile sustainment and modernization to examine, evaluate, and conduct risk assessments of Air Force Nuclear Enterprise activities in order to recommend courses of action to improve enterprise health.
Duties
Directly supports the Deputy Chief of Staff (DCS), Strategic Deterrence and Nuclear Integration Air Force (AF)/A10 on nuclear capabilities, nuclear enterprise acquisition requirements, stockpile sustainment and modernization, and budgetary matters by providing complex management support through a broad range of technical, analytical, and programmatic activities to develop plans, policy, and doctrine.
Develops, recommends, and executes organizational strategies. Maintains a continuous liaison role with other Air Staff, Joint Staff, Major Commands (MAJCOMs), Non-appropriate funds (NAFs), and other service headquarters counterparts, and Department of Defense (DOD) offices to ensure that planning is consistent and integrated throughout the nuclear capabilities communities.
Works with the Division Chief to formulate program plans, goals, policies, procedures, and work plans dealing with the communication of strategic deterrence and nuclear-related issues and activities.
Identifies critical issues, collects data from various sources, assesses data, and determines the most effective and efficient method and approach to meet management needs and/or requirements.

- Previous experience in nuclear weapons and defense acquisition is highly desired.
- An advanced degree in program management, communication, or other appropriate area is desired.
- A high degree of judgment, resourcefulness, originality, and the ability to foresee the impact of changing technology is desired.
- Must be able to conduct analysis related to defense acquisition, nuclear planning, transformation, future concepts, and capability requirements.
Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Management Positions for Management and Program Analysis Series, 0343.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes knowledge with Air Force military nuclear weapons and systems capabilities expertise as it applies to assigned programs, and knowledge of nuclear-related weapon systems. Knowledge of advanced management and organizational principles and practices and a comprehensive knowledge of planning, programming, and budgeting regulations, guidelines, and processes; and a thorough knowledge of Air Force planning, acquisition, and management process to provide Force planning, programming, and budgeting process (PPBS) support to long-range Air Force plans such as war, mobilization, exercise, deployment, and similar operations planning efforts. Knowledge of the Federal, Department of Defense (DOD), and Air Force planning, programming, and budgeting process (PPBS); and thorough knowledge of Air Force program goals and objectives, the sequence and timing of key operational events and milestones, and methods of evaluating the effectiveness of planning actions as related to actual events.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge to apply in depth recent nuclear capabilities background, knowledge, and experience to complex issues facing the nuclear enterprise.
In-depth knowledge to assess, evaluate, develop, and revise strategies, doctrine, guidance, policies, and operational concepts related to the conduct of Nuclear Enterprise acquisition activities and recommend courses of action to strengthen and improve the health of the Nuclear Enterprise that enable A10 to advocate and explain the important role of nuclear deterrence capability, the importance of continuing to strengthen the Nuclear Enterprise from a stewardship perspective and the contribution of nuclear forces to strategic deterrence posture.
Skill to communicate effectively both orally and in writing; negotiate complex issues; and maintain good working relationships across the nuclear enterprise, defense acquisition community, and beyond.
Ability to gather, assemble, and analyze facts, acquisition information, draw conclusions, conduct analysis, perform risk assessments, devise recommended solutions and package the entire process in briefings, papers, or reports for top management use and decision-making.
Ability to conduct and process analysis relating to nuclear planning, transformation, future concepts and capability requirements.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
