You will serve as the Administrative Officer for the Facilities Management Service located in VA Alaska Health Care System in Anchorage, Alaska.

Duties

***THIS IS NOT A REMOTE POSITION, YOU MUST LIVE WITHIN OR BE WILLING TO RELOCATE WITHIN A COMMUTABLE DISTANCE OF THE DUTY LOCATION*** You will assist the Service Chief in the preparation of the operating budget, and personally coordinates current and future budgetary needs for the non-recurring maintenance and construction projects consistently on-going at AVAHSRO. You will be responsible for control and submission of various monthly, quarterly, and annual ~r the 48 fund control points assigned to the Service. You will develop and manage the Service's overtime, travel, education, and award budgets. You will utilize the purchase card in accordance with policy and regulations. You will perform duties as a Contracting Officer's Representative (COR) and has responsibilities which involve the monitoring of service performance contracts. You will work with vendors, suppliers, and contractors to resolve receiving, scheduling, and payment issues. Work Schedule: Monday-Friday, 8:00 am- 4:30 pm. Telework: Ad-hoc only authorized. VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. This position may be authorized for telework. Telework eligibility will be discussed during the interview process. Qualifications

To qualify for this position, applicants must meet all requirements within 30 days of the closing date of this announcement, 02/07/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. For a GS-09 position you must have served 52 weeks at the GS-07. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Coordinating and monitoring the functions of administrative services; Act as a liaison with the hospital's administrative departments such as HR, fiscal, IT healthcare administration; Understands the technical aspects of the service's operations in order to brief facility and higher leadership; Manages budget activities to meet department operations; Serves contracting functions and manages procurement; Collaborates with human resources functions to include recruitment, position classification, performance, training; Prepares letters, reports and presentations for administrative operations; Retains procurement records and reconciliations; Recommendation of proper space utilization; Monitors the service's performance standards; Conducts mentorship, train, persuade and negotiate with personnel of all levels in the organization. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., directly related to the work of the position (TRANSCRIPTS REQUIRED) OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have combinations of successfully completed graduate level education and specialized Experience directly related to the work of the position, that is equal to at least 100 percent for this grade level. NOTE: Only graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants for positions at grades GS-09. (When crediting education that requires specific course work, prorate the number of hours of related courses required as a proportion of the total education to be used.) Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: Work is sedentary in nature in an office setting where only light physical exertion is required. The incumbent may occasionally be required to walk long distances to other offices, drive for meetings or drive vehicles for maintenance. Work Environment: Work is performed in an office environment with adequate lighting, comfort levels and equipment.
