About the Position: Incumbent serves as Management Analyst and Contracting Officer's Representative in support of the Resource Management Division of a Military Treatment Facility (MTF) equivalent to a Medical Center or Ambulatory Care Hospital, at Naval Hospital, Camp Pendleton, Oceanside, Ca

Duties

Duties described reflect the full performance GS-11 level. Coordinate and manage pre-award contracting documentation and requirements. Analyze requirements to determine if they are adequately developed and justified. Review requirements for services in response to changing patient demand, industry changes, and funding constraints. Analyze the costs incurred to ensure the projected and actual expenditures do not significantly vary from obligation. Assist customers in preparation of initial contract requests and coordinates the development and tracking of all NCR/MD, DoD and Resource Management documentation necessary to support approval of all contract manpower requirements. Develop Statements of Work (SOW) for contracting efforts ensuring that management and program requirements are addressed and include alternative actions, acquisition strategy, and terms of contract. Manage the technical aspects of post-award contract requirements with health care organization and providers. Perform field visits to review programs and provide staff assistance and guidance. Ensure the timely flow of invoices, delivery orders, purchase requests, and other financial and administrative documents to appropriate offices. Manage, monitor, and evaluate complex health care programs involving civilian health care contractors and institutions.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315. While probationary the incumbent can be terminated with limited appeal rights.
  • This position has a mandatory seasonal influenza vaccination requirement and is subject to annual vaccination.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.

BASIC Qualifications for GS-09: Specialized Experience: One year of specialized experience equivalent to the GS-07 grade level in the Federal service which included: working in a health care facility Managing, monitoring and evaluating health care programs that involve healthcare contractors, assisting customers with the developing Statements of Work (SOW) and preparing contract requirements, managing technical aspects of post-award contracts and analyze and evaluate contract requirements and work progress and/or utilizing one or more of the following automated systems (Wide Area Work Flow (WAWF), Computerizes Accounts Payable for Windows (CAPS-W), Electronic Document Access (EDA), etc.). This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07). OR Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D. in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Health Care Management/Administration, Finance or Contracting. (You must attach a copy of your transcripts.) OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages. (You must attach a copy of your transcripts.) Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-07).
