About the Position: This position is located with the Joint Personal Property Shipping Office - Mid Atlantic, Personal Property Management Division in Fort Belvoir, VA ***This is a developmental position. Duties

Reviews applications and other written requests for completeness, accuracy, and legality as pertaining to DOD sponsored personal property shipments. Use DOD regulations and other governing procedures, and available automated transportation systems, determines cost-effective rates and routes for shipments via the direct procurement method (DPM). Allocates DPM shipments to carriers based on destination of shipment; different commodities being shipped, to include personal effects, weapons, privately owned vehicles; determines the mode of transportation; and carrier cost and capability. Determines authorization and necessity for packing and crating, storage-in-transit, and whether government, commercial, or DOD contract facilities will be utilized and makes those arrangements. Reviews Transportation Service Provider (TSP) agent and contractor’s performance when service failures occur or problems arise and are reported by DOD members.

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires the incumbent to possess or obtain and maintain a Tier 1 (NACI) security investigation.
  • This position may require the incumbent to travel (TDY) up to 20% of time.

Specialized Experience GS-08: One year of specialized experience which includes 1) determining effective and economical rates/ routes for shipments; 2) reviewing completed applications for accuracy and 3) resolving problems as they relate to movement of personal goods, and government equipment. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-07). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
