Duties
Setting strategy for national wildfire response efforts in coordination with the Chief, Deputy Chiefs, Associate Deputy Chiefs and Regional Foresters.
Initiating and maintaining contacts with appropriate officials in Federal departments, Tribes, State and local agencies to collaborate and coordinate a risk based and effective wildfire response.
Provides leadership in the development of clear agency priorities through budget formulation and execution process, strategic planning, and direction to field leadership.
Assures connection to Administration and Department priorities. Continues engagement with agency leadership to build and maintain alignment and understanding of Administration and agency priorities.
Manages resources to improve effectiveness. Uses program/unit review process to guide future organizational management, structure and performance.
Supports implementation of cost saving and efficiency strategies at all levels of the organization.
Supports and provides leadership on the Presidential Initiatives and USDA Secretarial Initiatives.
Initiating and maintaining contacts of mutual interest with appropriate officials in foreign countries on matters regarding fire and aviation management and wildfire response in coordination with the Director of International Programs.
Requirements

- Initial appointments are required to serve a 1-year probationary period.

As a basic requirement for entry into the SES, applicants must provide evidence of progressively responsible executive leadership and supervisory experience that is indicative of senior executive level management capability and directly related to the skills and abilities outlined under Executive Core Qualifications and Technical Qualifications listed below. Typically, experience of this nature will have been gained at or above the GS-15 grade level in the federal service or its equivalent in the private sector, or nongovernmental organizations.
MANDATORY EXECUTIVE CORE QUALIFICATIONS (ECQS): The ECQs were designed to assess executive experience and potential not technical expertise. They measure whether an individual has the broad executive skills needed to succeed in a variety of SES positions.

4. Business Acumen: This core qualification involves the ability to manage human, financial, and information resources strategically. (Competencies: financial management, human capital management, technology management)
5. Building Coalitions: This core qualification involves the ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals. (Competencies: partnering, political savvy, influencing/negotiating)
MANDATORY TECHNICAL QUALIFICATIONS (TQ):
1. Ability to provide wildland fire management, operational, policy analysis and strategic advice to participate in creating and implementing a shared vision that sets direction for a large, multi-pronged and geographically distributed team that delivers organizational goals effectively across disciplines.
2. Ability to deal effectively with Congress, senior government officials, national or international officials, non-governmental groups, and the media for achieving maximum impact related to the organization's mission, objectives, and priorities
